Job Description

JOB TITLE: Streets Technician I/II/III Asphalt Paving Maintenance

DEPARTMENT: Public Works

SUPERVISOR TITLE: Public Works Supervisor

SALARY RANGE: Streets Technician I $18.09 $22.83

Streets Technician II $21.92 $28.82

Streets Technician III $24.51 $32.23

Commensurate to experience.

REMOTE/HYBRID: Typical schedules are inoffice Monday through Friday. This position is not eligible for remote work; however flexible scheduling may be discussed upon hire and supervisor approval.

SCHEDULE: This position may involve working a variety of schedules including evenings and weekends and may be subject to work beyond normal scheduled hours including an emergency call in resulting from being called out for emergency situations creating dangerous conditions for the community. Work schedules can be changed with little or no notice and mandatory overtime may be required with little or no advance notification.

RELOCATION: This position is located in Greenwood Village Colorado. Relocation assistance is not provided.

REQUIREMENTS: One year of experience in the maintenance and repair of streets and drainage ways preferred. Equivalent to completion of the twelfth grade. Possession of a valid Colorado drivers license and a driving record satisfactory to obtain coverage by the Villages insurance carrier.

The City of Greenwood Village welcomes your application for the Streets Technician I/II/III position within our Public Works Department.

As a municipal organization Greenwood Village is a provider of emergency services. Some emergency situations including weather related emergencies may necessitate Greenwood Village employees to assist in areas of work which may not be directly related to the employees specific job function but which will be within the physical capabilities training and skills of the employee.

The purpose of this position is to perform semiskilled and skilled labor involved in the construction maintenance and repair of streets drainage systems rightsofway and trails; to participate in snow and ice control activities; and to operate heavy construction equipment to ensure safe clean functional aesthetically pleasing and environmentally wellmaintained infrastructure for the community.

Distinguishing Characteristics: (Career Progression)

Streets Technician I This is the entrylevel class in the Streets Technician series. This class is distinguished from the Streets Technician II by the performance of the more routine tasks and duties assigned to positions within the series.Possession of an appropriate valid drivers license and a driving record satisfactory to obtain coverage by the Villages insurance carrier is required.

Streets Technician II This is the second class within the Streets Technician series. Employees within this class are distinguished from the Streets Technician I by having a minimum of a class B CDL and have shown proficiencies with a single or tandem axle truck. Must also have a valid Flaggers Certification card and Forklift Certification. Streets Technician II must have at least 10 storm events of plow experience with a single axle and/or tandem axle. Employees at this level receive training instruction or assistance from their supervisors and Streets Technician III. Positions in this class are flexibly staffed and are normally filled by advancement from the Streets Technician I or when filled from the outside have prior experience.

Streets TechnicianIII This is the full journeylevel class within the Streets Technician series. Employees within this class are distinguished from the Streets Technician I/II by the performance of the full range of duties as assigned. Have a class A or B CDL Flagger Certification Forklift Certification Road Scholar I minimum 2 years street maintenance experience and have shown proficiencies in operation of light heavy equipment used in operations. Employees at this level are proactive selfstarters and receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I/II level or when filled from the outside have prior experience.

Essential Functions:

Street Maintenance

  • Sets up cones signs and flaggers to maintain safe flow of traffic.
  • Operates light and heavyduty equipment frequently utilized in street maintenance operations.
  • Performs sealing of pavement by cleaning applying sealer and smoothing.
  • Performs pothole patching and surface repairs using jackhammer or backhoe filling and compacting repaired area.
  • Installs culverts and performs concrete work including drop boxes and guard rails; uses concrete cutting saw asphalt cutter saw and related hand tools.
  • Maintains and operates paint stripe machine and vinyl applicator for curbs crosswalks stop bars turn arrows etc.
  • Operates milling machine used for removal of street markings.
  • Maintains roadways by removing sand gravel and debris from the streets using motorized street sweeper.
  • Repairs damaged signs and bollards fabricates new signs for installation.

Snow and Ice Control

  • Installs plow sander and other equipment on trucks; operates snowplows sanders and related snow removal equipment on an assigned shift.
  • Loads sand in trucks using frontend loader and uses frontend loader to remove snow.
  • Operates a single or doubleaxle dump truck to remove snow and apply Ice melt; uses snow blower or shovels to remove snow from walks.

Marginal Functions:

Miscellaneous

  • Assists in special projects including set up and take down for special events; building construction; participating in annual cleanup programs etc.
  • Performs minor maintenance on equipment and/or vehicles.
  • Cleans and maintains maintenance shop tools workspace equipment etc.
  • Maintains inventory of parts and supplies; replenishes supplies when necessary according to Village purchasing policies.
  • Performs related duties and responsibilities as required.

Position Requirements:

Streets Technician I

Knowledge and skills:

  • Equipment and tools used in the maintenance and repair of streets and drainage ways preferred.
  • Occupational hazards and standard safety practices preferred.

Abilities:

  • Learn operations and activities of a street maintenance program.
  • Learn to interpret explain and enforce maintenance policies and procedures.
  • Use and operate a variety of maintenance and repair equipment which includes various hand and power tools and light and heavyduty equipment in a safe and effective manner.
  • Perform heavy manual labor requiring a full range of physical motion including standing walking manual digging pushing pulling liftingof objects weighing over 50pounds twisting and turning bending stopping kneeling crouching climbing balancing crawling and reaching for objects.
  • Perform work along highvolume roadways.
  • Perform a variety of physically demanding work for extended periods of time and in unfavorable weather conditions including extreme heat and / or cold.
  • Understand and follow oral and written instructions.
  • Communicate clearly and concisely both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

Experience and Training:

  • Experience:One year of experience in the maintenance and repair of streets and drainage ways preferred.
  • Training:Equivalent to completion of the twelfth grade.
  • Certificates and Licenses:Possession of a valid drivers license and a driving record satisfactory to obtain coverage by the villages insurance carrier.

Streets Technician II

In addition to the qualifications for Streets Technician I

Knowledge and skills:

  • Operations and activities of a street maintenance program.
  • Methods and techniques of repairing and maintaining streets and drainage ways.
  • Knowledge of equipment tools and materials used in area of work assigned.

Abilities:

  • Perform street and drainage way maintenance repair work.
  • Operate a variety of maintenance and repair equipment including various hand and power tools and light and heavyduty equipment in a safe and effective manner.
  • Perform heavy manual labor requiring a full range of physical motion including standing walking manual digging pushing pulling liftingof objects weighing over 50 pounds twisting and turning bending stopping kneeling crouching climbing balancing crawling and reaching for objects.
  • Work in high traffic areas and around safety hazards from equipment operated.
  • Perform a variety of physically demanding work for extended periods of time and in unfavorable weather conditions including extreme heat and cold.
  • Perform work along highvolume roadways.

Experience and Training:

  • Experience: Experience in the maintenance and repair of streets and drainage ways. 10 snow events plowing in single axle and/or tandem axle.
  • Training:Equivalent to completion of the twelfth grade.
  • Certificates and Licenses:Possession of an appropriate valid class B commercial drivers license and a driving record satisfactory to obtain coverage by the Villages insurance carrier. Valid flagger certification andforklift certification.

Streets Technician III

In addition of the qualification for Streets Technician I/II

Knowledge and Skills:

  • Operations and activities of a street maintenance program.
  • Methods and techniques of repairing and maintaining streets and drainage ways.
  • Knowledge of equipment tools and materials used in area of work assigned.

Abilities:

  • Perform street and drainage way maintenance repair work.
  • Operate a variety of maintenance and repair equipment including various hand and power tools and light and heavyduty equipment in a safe and effective manner.
  • Perform heavy manual labor requiring a full range of physical motion including standing walking manual digging pushing pulling liftingof objects weighing over 50 pounds twisting and turning bending stopping kneeling crouching climbing balancing crawling and reaching for objects.
  • Work in high traffic areas and around safety hazards from equipment operated.
  • Perform a variety of physically demanding work for extended periods of time and in unfavorable weather conditions including extreme heat and / or cold.
  • Perform work along highvolume roadways.
  • Use independent thought and decision making.
  • Prioritize items needing attention.
  • Coordinate work site operations for efficiency and safety.
  • Lead and oversee the work of seasonal staff.
  • Interpret explain and enforce maintenance policies and procedures
  • Recognize hazards.
  • Work independently in the absence of supervision.

Experience and Training:

  • Experience:Minimum of two years of experience in the maintenance and repair of streets and drainage ways.
  • Training:Equivalent to completion of the twelfth grade.
  • Certificates and Licenses:Possession of an appropriate valid class B commercial drivers license. Class A preferred and a driving record satisfactory to obtain coverage by the Villages insurance carrier. Completed Road Scholar I classes. Proficiency in light and heavy equipment frequently used in street maintenance operationswith internal recertification requirements in each program.

Equipment Utilized:

Position must have the capability to operate a wide variety of light and heavyduty equipment used in the streets maintenance operations including grapple truck; sign truck; trenchers; frontend loader; milling machine; skidsteer; compactor; thermoplastic applicator; forklift; sweepers; asphalt patch truck; sealer; jack hammer; paint machine; plate temper; blowers; sprayers; air compressor; portable generators; pickup truck; single and tandem axle truck; and hand tools. It is preferred that the position has the capability to also operate a backhoe; motor grader; trackhoe; survey equipment; and welding equipment.

Contact with Others:

Primary internal contact is with own or other maintenance crews for purposes of completing assignments. Primary external contacts are with equipment or material suppliers and citizens.

Supervisory Requirements:

Receives general supervision from the Public Works Supervisor. The Streets Technician III position may exercise technical and functional supervision over other Streets Technician I/II.

Hazards:

Frequently exposed to safety hazards from equipment operated manual labor and work in high traffic areas. Job frequently requires physical effort requiring lifting of objects weighing over 50 pounds.
