The Senior Program Manager will lead the health data interoperability and provider platform initiatives that is complex and largescale spanning multiple functions and business groups both within and outside of Ontario Health. This individual will hold ultimate accountability for the programs success driving strategy technology development and program management to ensure widespread adoption and longterm impact. This role will require a strategic thinker with a proven track record of delivering complex highimpact initiatives.
The Senior Program Manager will engage extensively with a variety of stakeholders both within Ontario Health and across the broader health sector. Utilizing expert communication skills they will effectively communicate across multiple portfolios as well as externally with key stakeholders including the Ministry Health Service Providers Vendors and clients served by the program.
Here is what you will be doing:
- Defines and articulates a clear vision strategy and roadmap for the program aligning with Ontario Healths overall objectives.
- Secures buyin from stakeholders and builds consensus across diverse groups including multiple portfolios technology vendors and healthcare providers on the shared vision and approach.
- Provides thought leadership for the strategy and of the program.
- Liaises with product/project teams ensures the deliverables meet the program objectives and aligns with the program roadmap.
- Collaborates effectively within the team and provides leadership subject matter expertise guidance and support to work towards a common goal.
- Provides client service to internal teams and external stakeholders including government and other partners in the delivery of the health system.
- Leads change within the context of the overall program often working with peer roles in the of the change.
- Evaluates how to effectively communicate and interact with a variety of stakeholders including senior leaders funders executives the board and external govt stakeholders to the DM level.
- Evaluates formal change management methodologies and practices used to drive behavioural changes.
- Creates performance evaluation approaches and is accountable for the successful outcomes of the program which is typically province wide.
- Collaborates effectively within the team and provides leadership subject matter expertise guidance and support to work towards a common goal and to help coach and inspire others. Works with the team to create collective thought leadership for the program.
- Provides client service to internal teams and external stakeholders including government and other partners in the delivery of the health system.
- Provides thought leadership for the strategy and of the program.
- Leads change within the context of the overall program often working with peer roles in the of the change.

Here is what you will need to be successful:
Education and Experience:
- Bachelors or Masters degree in Business Health Studies Public Administration or related field or equivalent experience.
- Project Management or related professional designation as an asset.
- 7 10 years of overall experience in related roles with progressively increasingly scale and scope of authority up to a leadership role.
- Strong understanding of EHR systems health data interoperability privacy regulations (PHIPA) and standards like HL7 FHIR.
- Implementation experience with Smart on FHIR and FHIR standards (i.e. Canadian Baseline (CA Baseline) FHIR PanCanadian Patient Summary)
- Experience working with digital solutions within Ontarios health system including experience with Digital Health Assets and Services
- Experience planning for major projects including planning development implementation and operationalization of deliverables.
- Experience collaborating with healthcare providers government agencies and vendor partners to drive provincial digital health initiatives.
- Experience working with cross functional product teams including technical team members
- Experience in the health care sector and the public service and existing relationships are preferred.
- Extensive experience in contract and budget management and experience with standard terms and conditions.
- Experience working in a hybrid environment equally comfortable working with teams online or in person.
- Experience planning and leading large meetings
- Experience in the Ontario health care sector and public service with existing positive relationships an asset.
- Advanced knowledge and understanding of the application of the Project Management LifeCycle and Software Development LifeCycle as well as modern mode two ways of working. e.g. Agile/Scrum.
