Job Description
Do you have excellent communication negotiating and influencing skills and experience of working with and advising external partners and stakeholders in close partnership to deliver shared goals and outcomes
An opportunity has arisen within the Transport Scotland Sponsorship Hub for a Sponsor Team Lead. The Hub is currently responsible for the sponsorship of three public bodies (Scottish Canals Caledonian Maritime Assets Ltd and David MacBrayne Ltd) as they deliver services vital to Scotlands island communities whilst supporting economic activity and tourism.
Working with our public bodies to deliver Ministerial objectives shaping how those are developed and introduced and providing assurance that they are high performing organisations delivering value for money services is key to ensuringour transport system helps supports delivery of Ministers aspirations for Scotland.
Responsibilities
- Managing the daytoday relationship with public bodies promoting an open and transparent working relationship and sharing information on matters which may impact the body and delivery of objectives.
- Agreeing a framework for the strategic performance management of the public body particularly by agreeing or contributing to Framework Documents Corporate Plans Annual Business Plans grantinaid arrangements or other funding mechanisms.
- Monitoring progress against business plans and providing assurance on public body governance use of public money and performance.
- In partnership with finance colleagues setting budgets monitoring performance against this budgeted allocation and administering grantinaid payments.
- In partnership with public bodies ensuring that risks are managed and escalated appropriately and all legal obligations are met.
- Manage and oversee activities related to the recruitment and reappointment of Board members and supporting public bodies with HR related issues such as Public Pay Policy.
- Supporting and advising the Unit Head and Transport Scotland Senior Officials on governance and delivery by Public Bodies.
- Overseeing the dealing with Ministerial correspondence briefings and PQs in respect of the public bodies.
- Line Management of two B3s and cover for Unit Head as required.

Location
This post is based inGlasgow or Edinburgh with hybrid working in line with current Transport Scotland policies. You will be expected to be office based twice per week pro rata. If you are Edinburgh based travel to Glasgow will be necessary.
The post is a full time role but staff with different working patterns are invited to apply and we will assess proposed working patterns against the business requirements for this post.
