POSITION SUMMARY
The Capital Improvements Project Manager will oversee the implementation of a $41.5 million bond supporting eight parks and two facilities projects (Pirates Cove Water Park and Englewood Recreation Center). This role requires a highly organized and strategic professional to manage procurement financial oversight marketing and communication while ensuring each project stays on schedule and within budget. The successful candidate will collaborate closely with staff stakeholders contractors and the community to deliver highquality improvements within a threeyear timeframe with the possibility of an extension of up to five years.
KEY DUTIES AND RESPONSIBILITIES
Project Oversight &
- Lead the planning coordination and of all bondfunded projects.
- Develop and maintain project timelines ensuring completion within the designated threeyear period.
- Identify and mitigate potential risks that may impact project delivery.
- Ensure compliance with all local state and federal regulations.
Procurement & Financial Management
- Oversee the procurement process including bidding contract negotiation and vendor management.
- Monitor project budgets track expenditures and ensure financial accountability.
- Work with finance teams to process payments and maintain accurate financial records.
- Prepare financial reports for leadership and residents.
Marketing & Communications:
- Develop and implement communication strategies to keep residents informed about project progress.
- Coordinate with the communications team to highlight key project milestones and community benefits.
- Engage with the public responding to inquiries and addressing concerns related to the bond projects.
- Prepare presentations reports and updates for City leadership staff and the community.
Collaboration & Stakeholder Engagement:
- Serve as the primary point of contact for internal staff contractors consultants and vendors.
- Work closely with Parks Facilities and Finance departments to align project goals.
- Facilitate meetings and provide regular updates to City leadership and governing bodies.
- Ensure projects reflect community needs and input.
QUALIFICATIONS AND EXPERIENCE
Education
- Bachelors degree in project management public administration business finance construction management or a related field.
Experience
- At least 5 years of project management experience preferably in capital improvements government or construction projects.
Skills
- Strong leadership and organizational skills.
- Excellent financial and budget management capabilities.
- Proficiency in procurement and contract administration.
- Effective communication and public engagement abilities.
- Ability to problemsolve and adapt to project challenges.
Certifications (Preferred)
- PMP (Project Management Professional) CAPM (Certified Associate in Project Management) or similar credentials.
WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS
Primarily officebased with field visits as required.
Standard business hours with occasional evenings/weekends for community meetings or project needs.
