Job Overview

The Bureau of Water is seeking a qualified individual to serve as the Industrial Unit Manager in the Division of Water Pollution Bureau of Water located in Springfield IL. The selected candidate will possess strong leadership and communication skills and be willing to use innovative ways to guide the NonMunicipal Unit and its staff consisting of approximately 10 individuals to achieve thegoals and missions of the Illinois Environmental Protection Agency IEPA). As a leader for the NonMunicipal Unit the individual in this position will frequently represent the IEPA and Bureau of Water at various levels explaining policies to state federal and local governments industry public interest groups and stakeholders. This individual should also possess the knowledge and experience to initiate and establish policies standards and procedural guidelines for all operations in the unit. Essential Functions

  • Serves as the Industrial Unit Manager of the Bureau of Water (BOW) Water Pollution Control (WPC) Permit
    Section Illinois Environmental Protection Agency (IEPA):
  • Serves as fullline supervisor;
  • Assists Section Manager in responding to inquiries developing Performance Partnership Agreement (PPA)
    activities developing Section policies and procedures and subsequent revisions and replacements consistent with
    changing regulations and technology affecting the Sections permitting program
  • Attends meetings and public hearings;
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated
    above.

Minimum Qualifications

  • Requires knowledge skill and mental development equivalent to completion of four years of college.
  • Requires prior experience equivalent to four years of progressively responsible administrative experience in environmental

science.

  • Requires possession of Illinois certificate as a registered professional engineer.

Preferred Qualifications

  • At least 4 four years experience in reviewing preparing or approving permits or preparing permit applications for state

construction operating and NPDES permits for industrial facilities that treat and/or discharge wastewater.

  • At least 4 four years experience in reviewing preparing or approving permits or preparing permit applications for 401

certifications.

  • At least 4 four years experience in supervising professional staff.
  • At least 4 four years experience in implementing state and federal laws rules and regulations to water pollution control

facilities.

  • At least 4 four years experience in reviewing preparing or approving permits or preparing permit applications for coal

mines or sand/gravel wastewater treatment facilities.

  • At least 4 four years experience in reviewing preparing or approving permits or preparing permit applications for

Combined Animal Feeding Operation (CAFO) facilities agchem endorsements and/or agrelated tax certifications.

  • At least 4 four years experience in reviewing preparing or approving permits or preparing permit applications for

industrial stormwater or stormwater from construction sites.

  • At least 4 four years experience in participating in a rulemaking or enforcement proceeding before the Illinois Pollution

Control Board or a judiciary body.

  • At least 4 four years experience in communicating or public speaking to stakeholders or public interest groups regarding

state and federal laws and regulations pertaining to water pollution control facilities.
