Job Description
The Division of Integrated Healthcare is seeking a positive communication driven detail oriented forward thinker to be a new Financial Manager.
Primary Duties:- Perform complex reviews of financial transactions and programs to ensure compliance with applicable state and federal regulations
- Generate analyze and present fiscal budget forecasts
- Resolve difficult and unusual accounting problems and ensure adaptations and corrections as necessary
- 2 years professional experience in a related field
- Expertise in Microsoft Excel
- Bachelors degree or higher in Accounting or a related field
- Has the ability to communicate professionally in both written and verbal forms
- Has experience using query software or advanced data manipulation tools
- Learns and adapts quickly
- Has experience with budgeting and forecasting
- Has prior financial accounting or auditing experience
A skills test in Microsoft Excel will be administered to assess skills needed for this position.
Preference may be given to those with a CPA license or completed Masters degree in Accounting or a related field as determined by the hiring official.Note: as of April 8 2024 DHHS employees will be working a hybrid schedule which includes 2 office days per week and 3 telework days.

Responsibilities
Examples of Duties:
- Analyzes summarizes and reviews data; reports findings interprets results and makes recommendations
- Develops or modifies rules policies or standards etc.
- Interprets clarifies explains and applies agency policy and procedures business practices federal or state laws and regulations etc.
- Reviews fiscal operations to ensure integrity accuracy and control of data
- Manages special fiscal projects or activities of a highly specialized nature
- Assist in the preparation coordination and review of responses to internal and external parties
- May supervise subordinate personnel
Qualifications
Typical Qualifications:
- Ability to ensure compliance with contract terms policies and procedures etc.
- Ability to use logic to analyze and identify underlying principles reasons or facts associated with information or data to draw conclusions
- Skill and ability to read interpret and apply laws rules regulations policies and/or procedures
- Critical thinking skills
- Knowledge of principles theories and practices of accounting
- Knowledge of federal grant management and reporting
- Ability to prepare financial reports and documentation
- Ability to provide consultation and/or expert advice
- Skill and ability to plan organize and prioritize time and workload in order to accomplish tasks and meet deadlines
- Have the ability to collaborate and work closely with various business IT and management teams
- Detail oriented and meticulous in their work
Supplemental Information
EffectiveJuly 1 2021 State of Utah Employees must either reside in Utah or be in the process of relocating to within 30 days of their start date.
This position may currently be a hybrid of both inoffice and remote work days. Please note a positions eligibility for remote work is established by agency management and is subject to change at their discretion at any time and for any reason.
- Risks found in the typical office setting which is adequately lighted heated and ventilated e.g. safe use of office equipment avoiding trips and falls observing fire regulations etc.
- Typically the employee may sit comfortably to perform the work; however there may be some walking; standing; bending; carrying light items; driving an automobile etc. Special physical demands are not required to perform the work.
