Essential Functions
- Under direction organizes plans drafts controls and directs agencywide Procurement processes for acquisition of goods and services and related contract administration functions.
- Reviews maintains and monitors the Procurement database to ensure the status of all procurement projects are current and proceeding on schedule.
- Provides daily instructions and assistance to Agency personnel in relation to Solicitation and Contract initiation and development to ensure compliance with all Procurement Code requirements State and Federal Statutes and all Chief Procurement Office rules and regulations
- Directs management studies of procurement administrative procedures to resolve problems and improve functions; verifies that contracts and all supporting documents are properly completed signed and filed.
- Performs other duties as required or assigned which are reasonably within the duties enumerated above
Specialized Skills
- One year of responsible administrative experience in procurement experience and experience writing and drafting Request for Quote (RFQs) Invitation for Bid (IFBs) Request for Proposal (RFPs) and Requests for Information (RFls) is required.
Minimum Qualifications
- Requires knowledge skill and mental development equivalent to completion of four years of college preferably with coursework in business or public administration.
- Requires one year of responsible administrative experience in a public or business organization or completion of an agency approved professional management training program.
Preferred Qualifications
- Prefers one year of responsible administrative experience in procurement experience and experience writing and drafting Request for Quote (RFQs) Invitation for Bid (IFBs) Request for Proposal (RFPs) and Requests for Information (RFls)
- Prefers extensive knowledge of the principles and practices of public and business administration.
- Prefers experience working with State of Illinois procurement rules procedures and electronic system or substantially similar bureaucratic and complex systems.
- Prefers working knowledge of the principles of governmental accounting and procurement.
- Prefers the ability to process and track a large number of procurements.
- Prefers knowledge of creating and executing contract documents.

- Requires ability to attend seminars conferences and trainings to stay current on methods tools ideologies or other industry related topics relevant to the job duties.
