Job Description

Senior Environmental Health Officer

Position Number:TBCDepartment:Community Planning and Sustainability Level: 8Award:May be covered under Local Government Officers WA Award Remuneration: $104943.69 Base Salary plus superannuation housing and district allowances (if eligible) is available to the successful candidate. Base Salary and allowances are prorata for part time. Reports to: Executive Manager Community Planning and Sustainability

In this role as Senior Environmental Health Officer you will be responsible for the application of environmental health services within the Shire of Carnarvon. Working in accordance with relevant legislation regulations and local policies you will collaborate with the Technical Officer and Environmental Health Officer providing guidance and support to maintain compliance and protect the Shires health and sustainability initiatives.

Key role outcomes:
  • Demonstrate successful application through the application of the Shires core values by promoting a work culture of sustainability quality improvement efficiency and excellent customer service that corresponds to our Code of Conduct and Customer Service Charter.
  • A commitment to a safe work environment and WHS legislation policy and processes.
  • Ensure compliance with the Local Government Act (WA) 1995 and any relevant legislation.
  • Collaborate with the Environmental Health Officer and the Technical Officer to provide and implement a comprehensive environmental health and sustainability program across the Shire.
  • Develop and maintain effective working relationships with relevant stakeholders.
  • Maintain an organised and an accessible records management program according to relevant regulations and policy.
  • Plan develop implement and review environmental projects inclusive of applications.
  • To ensure adherence to environmental regulatory frameworks and to preserve public health conduct investigations and implement resolutions for environmental and public health matters.
  • Maintain a Risk Management program that addresses and includes environmental health risk assessments risk management plans and environmental health emergencies.
  • Promote community awareness of environmental health risks and prevention measures.
  • Assist across the Community Planning & Sustainability department as required.
  • Administer and or enforce legislation in a manner the discharges the Shire of Carnarvons responsibility and reduces risk to the organisation.
  • Ensure routine inspections within the Shire of Carnarvon are conducted in accordance with the organisations expectations.
  • Report to Council and respond to resolutions and /or correspondence from Council promptly and efficiently.
  • Support advocate promote and facilitate other public health initiatives where necessary.


Work Health & Safety Responsibilities

  • Fully understand their WHS responsibilities relevant legislation policy guidelines and standards; and regularly update their knowledge.
  • Proactively recognise and identify hazards investigate accidents and near misses implement controls and prevention programmes provide and maintain workplaces plant and systems of work that do not expose employees to hazards. Ensure safe work practices and procedures are documented understood implemented and are being followed by employees.
  • Ensure that Safety & Health Representatives reporting to them are able to carry out their legislated functions.
  • Provide and enforce the use of adequate protective clothing and equipment where it is not practicable to avoid the presence of hazards in the workplace.
  • Ensure safe use cleaning and maintenance transportation and disposal of substances and plant used in the workplace
  • Attend the WHS Committee meeting either as a member or rostered as an invited guest.
  • Lead a continuous improvement culture of safety where best practice initiatives are entrenched in daily business activities.


Essential Criteria:
  • Highly developed ability to uphold a valuesbased approach in the workplace.
  • Highly effective written and verbal communication skills including the ability to draft reports correspondence emails and support the preparation of applications and documentation.
  • Demonstrated ability to effectively lead a small team.
  • Demonstrated ability to work within time constraints and assist the team in achieving the completion of projects.
  • Developed interpersonal oral and teamworking skills to facilitate liaising with team members across the organisation and various external stakeholders.
  • Previous experience with Local Government.
  • Demonstrated ability to undertake planning processes that provide comprehensive plans for delivering services and projects.

Desirable Criteria:
  • Previous experience in a similar role.


Licenses Registrations Memberships or Qualifications required of the role:
  • Current Western Australia Drivers License.
  • Tertiary qualification in environmental management or equivalent in work experience.

Preemployment screening required for this role:
  • National Police Clearance Less than 6 months old
  • Preemployment Medical Screening
  • Alcohol and Other Drug screening


Remuneration and Benefits:

The successful applicant will join the Community Planning and Sustainability Team with a starting salary from $104943.69 per annum plus allowances (if eligible) and superannuation (prorata for part time).
