This work unit exists to comply with and coordinate implementation of the Colorado Aquatic Nuisance Species (ANS) Act (SB 08226 of which the legislative intent is described as:

The General Assembly hereby recognizes the devastating economic environmental and social impacts of aquatic nuisance species on the aquatic resources and water infrastructure of the state. The General Assembly further recognizes the potential of recreational vessels to be a significant source of the spread of aquatic nuisance species in Colorado. Therefore the General Assembly finds determines and declares that the purposes of enacting this article are to implement actions to detect prevent contain control monitor and whenever possible eradicate aquatic nuisance species from waters of the state and to protect human health safety and welfare from aquatic nuisance species. It is the intent of the general assembly to foster and encourage to the greatest extent possible voluntary compliance with this article. It is the intent of the general assembly that prevention containment and eradiation of aquatic nuisance species have been detected or are likely to be introduced shall be the Divisions highest priorities.


In tandem with implementing the ANS Act the work unit strives to implement the State Zebra and Quagga Mussel Management Plan State ANS Management Plan State New Zealand Mudsnail Management Plan State Eurasian watermilfoil Management Plan and State Rusty Crayfish Management Plan. In doing so this position is required to provide assistance to staff in complying with CPW regulations WildlifeChapter 0 Wildlife Chapter 1 and Parks Chapter 8 (ANS regulations) and the Colorado Management Act 355.and executive orders D00699 and D00203 which relate to management.

Description of Job

This position will provide support to the Aquatic Nuisance Species Program. Manage public facing ANS office at 6060 Broadway in Denver. Enter new hire and separation information on the EDSys system for the ANS Program. Oversee payroll entries for temporary staff. Organize and arrange annual WID Supervisors meetings Colorado ANS Task Force meetings and regular ANS staff meetings. Sort mail phone calls and internal requests for ANS Program. Determine and arrange travel plans for full time and temporary ANS Staff. Disseminates and interprets information to the public in person by phone and written correspondence involving aquatic nuisance species. Enters and confirm purchase requests and invoice payments through CORE. Allocate and organize OneCard transactions. Create and maintain office files. Purchase office supplies. Oversee regulation required Watercraft inspection & decontamination certification program including handling registrations communication with registrants & supervisors progress tracking and delivering training. Coordinate education and outreach programs and events and provide information and education to members of the public and professionals.

Specific duties include but are not limited to:


Office Management
Responsible for establishing office procedures operations and standards. Acts as office manager; providing administrative services to the aquatic nuisance species program. Edits and proofreads typed correspondence for correctness. Orders office supplies.

Information Education and Outreach

Position will provide oversight for ANS information education and outreach programs. Position will assist with the development and implementation of outreach materials and campaigns. Position will regularly review ANS webpages and make sure they are current and accurate. Position will assist with identification scheduling and coordination of education and outreach events. Position will directly engage with members of the public through staffing booths at expos and trade shows in addition to doing youth classroom or focus group presentations (e.g. fishing clubs or community groups). They will give professional presentations at conferences or meetings.


Planning Organizing and Coordinating

Planning scheduling resolving conflicts & coordinating conferences appointments events and meetings. Arranges facilities meals equipment etc. negotiates rates for conferences training & meetings prepares agenda & notifies participants of time and location; arranges for travel and accommodations for staff & presenters transcribes and distributes minutes of meetings and conferences.


Provide training to WID Stations as Part of the Regulation Required Certification Program for ANS and Participate in Procedure/Curriculum Development.

This position will be certified as a statewide trainer for watercraft inspection and decontamination and will provide certification training for WID stations operated by CPW and their partners per regulation P08. Trainers are responsible for preparing for classes by prepping materials for students printing handouts and exams scheduling boats and decontamination units gathering supplies advertising classes registering students providing information to registrants reserving locations for classes and transporting materials to trainings for supervisors. Position will be responsible for administration of WID training programs including managing registrations communication with registrants and supervisors progress tracking and delivering training.


Customer Service

Responds to questions in verbal and written format from supervisors peers other states & the general public relative to aquatic nuisance species. Provides interpretation of policies directives and regulations and clarification from various sources by email or phone as they relate to aquatic nuisance species. Receives public requests for watercraft inspection and decontamination services and determines appropriate resources to perform those duties. Maintains active watercraft inspector and decontamination certification and performs watercraft inspection and decontamination as necessary.


Inventory Management & Distribution
Receives inventory orders from field staff and field stations. Directs orders to appropriate staff or fills orders independently as needed. Tracks the status of orders and provides updates to requestors on the status. Ensures adequate inventory is maintained for commonly requested items identifies and communicates with vendors places orders and receives shipments. Ensures incoming orders are received as expected.

Payroll
Ensure payroll is being entered into Kronos for a large number of temporary staff utilizing appropriate payroll templates. Track payroll related expenses.

Other duties as assigned.

  • Current or former Colorado Parks & Wildlife work or volunteer experience
  • Current or former invasive species work or volunteer experience
  • Expertise with MS Word Excel PowerPoint and database software
  • Experience working in a government role
  • Experience working in a professional office setting
  • Experience with training education and/or outreach
  • High level of written and oral communications
  • Familiarity with Kronos EdSys CORE A4 Budget SARA and ARAS applications

Conditions of Employment
  • Must possess and maintain a valid state of Colorado drivers license if operating a State vehicle.
