Job Description

Roles and responsibilities


Act as Centre of Excellence that provides support to delivery teams at project level in the areas of quantity surveying (measurement, pricing), as needed
Oversees that the provision of quantity surveying services are delivered in accordance with the standards and international industry practice
Acts as an escalation point for technical related quantity surveying issues
Provides functional oversight of all F&E inhouse Quantity Surveyors (if required)
Review and approves all cost related submissions from the PMC and outsourced consultants
Reviews and approves costing of value engineering proposals
Provides technical approval of variations (measurement and cost only) and liaises with A&P
Cost Management and Budgeting
Develop and Monitor Budgets: Lead the development and management of project budgets, ensuring all construction activities are cost-effective and within budget limits.
Cost Estimation: Oversee the preparation of detailed cost estimates for the entire project, including materials, labor, equipment, and other resources. Ensure that these estimates align with client and project requirements.
Cost Control: Continuously monitor costs during the project’s life cycle and take corrective actions to prevent overspending. Ensure accurate forecasting and timely reporting of financial performance.
Value Engineering: Suggest cost-saving solutions and alternatives that maintain quality, while improving efficiency and reducing overall costs without compromising on project standards.
Contract Administration and Management
Review and Negotiate Contracts: Oversee the review, negotiation, and preparation of contracts, ensuring that they meet all legal, commercial, and financial terms before they are signed.
Monitor Contractual Compliance: Ensure all parties involved in the project adhere to the terms of the contract, including contractors, suppliers, and subcontractors.
Manage Variations: Address and manage any contract variations or changes in the scope of work, ensuring that costs are updated accordingly and approved by clients.
Claims Management: Handle any claims or disputes that arise during the project, ensuring that they are resolved efficiently and in compliance with contractual terms.
Team Leadership and Supervision
Lead the Quantity Surveying Team: Manage and guide a team of quantity surveyors, assigning tasks, providing support, and ensuring the team meets project goals and deadlines.
Mentoring and Development: Foster a learning environment, providing mentorship and training to junior quantity surveyors to help them develop their skills and expertise.
Collaboration with Other Departments: Collaborate closely with project managers, engineers, architects, and other construction professionals to ensure seamless coordination on all financial and contractual matters.


Desired candidate profile

Education

Bachelors/ Masters/ PhD in Quality Surveying or Engineering or Construction or equivalent


Experience

10+ years of experience with quantity surveying in an Engineering & Construction environment

Final Account Preparation: Ensure the preparation and finalization of project accounts, handling all necessary documentation and reconciliation of costs upon project completion.
Risk and Value Management
Risk Analysis and Mitigation: Perform risk assessments to identify financial and contractual risks to the project. Propose strategies to mitigate these risks, ensuring the project stays within budget and on schedule.
Identify Value for Money: Ensure that the project delivers value for money in all areas, balancing cost, time, and quality considerations to maximize return on investment for the client.
