The Project HSE Officer is responsible for supporting the HSE Coordinator I the performance of the duty thereto; he/she shall support the HSE Coordinator in implementing and monitoring of project health safety and environment (HSE) activities on the project site. The HSE Coordinator shall be responsible for the coordination of all HSE activities on the project site and shall provide HSE support to the project team. This role is the primary contact for employees and supervisors concerning safety related matters and is responsible for risk management. The role report to the HSE Coordinator.

Responsibilities:
- Actively participate in the development implementation and review of the health safety and environment management system (HSEMS) at the project site.
- Support the project in sustaining a positive health and safety culture by being a role model.
- Implement the requirement of the HSEMS as contained in the project HSE Plan.
- Conduct on site and offsite health safety and environment (HSE) orientation for both new recruits contractor personnel and those redeployed to other project sites where the risk profile is different from the initial site where they are assigned to.
- Provide HSE support to the foremen engineers and supervisors at the work site.
- Advise the project leadership on relevant health and safety laws and where required enforce compliance with this legislation at the work site. Conduct periodic scheduled HSE meetings to help raise awareness on health and safety across the entire project site.
- Conduct incident investigation develop report and make recommendations that will help in the improvement of the HSEMS and the project.
- Use the stop work authority (STW) when it is observed that employee or contractor personnel is exposed to imminent risk.
- Conduct periodic alcohol and drug screening using the breathalyzer on site. Collect both health and safety environmental and quality assurance data intended to confirm compliance with regulatory and voluntary requirements and that will be use for the development of HSE Performance report.
- Support the HSE Coordinator in the conduct of incident investigation development of the report and recommend development that will help in the improvement of HSEMS on the project.
- Implement the requirement of the risk assessment issue PPEs to the workforce and ensure adequate documentation of the HSEMS.
- Conduct periodic inspection on firefighting appliances and other emergency preparedness equipment. Support the HSE Coordinator in periodic analysis of samples taken with respect to the OSH Env and Quality management system.
Requirements
Requirements:
- 35 years of experience with construction industry experience an added advantage.
- Bachelors degree in any science or social science courses
- Knowledge of traffic management and road signs and signals is important
- Must have relevant knowledge of workplace health safety and environment (HSE) legislation and other industries and international best practices especially those relevant to the construction industry.
- Competent in the conduct of risk assessment using appropriate risk management methods or techniques.
- Must understand the incident management process and possess the skill set and ability to conduct an incident investigation and also to develop a report that addresses the reason why (root immediate and underlying causes) the incident occurred.
