Summary:
The Finance Business Partner supports one of the Councils Operational Finance teams by providing financial direction guidance and strategic planning. This role involves working closely with Senior Management to ensure effective budget management delivering financial insights and supporting mediumterm financial planning. The post holder will translate complex financial data for nonfinancial stakeholders and provide strategic advice to support decisionmaking and costefficiency.
Responsibilities:
- People Management: Support the coordination and performance management of the operational finance team including overseeing the development of junior staff and managing workloads in line with the Councils policies.
- Customer Management: Work closely with Senior Managers to keep them informed of financial risks and help them maintain budgets. Develop and maintain effective external relationships with key stakeholders to enhance financial performance.
- Operational Service Delivery: Provide highquality financial advice and ensure that service Directorates comply with financial policies and statutory requirements. Support strategic financial planning monitor expenditures and identify financial risks.
- Service Planning & Development: Support the creation of annual operational plans and budgets while ensuring alignment with Council priorities. Ensure clear servicelevel agreements (SLAs) are established where appropriate.
- Financial & Resource Management: Ensure compliance with financial policies provide timely financial information and maintain high standards of statutory accounting. Support productivity improvements cost reductions and financial risk management. Ensure financial systems are fit for purpose and aligned with corporate systems.
Qualifications:
- Fully qualified Accountant (CIPFA ACA ACCA CIMA) or equivalent experience
- Degreelevel education or equivalent
- Relevant postqualification experience
- Evidence of postqualification continuing professional development
Essential:
- Proven experience as a finance professional in a large and complex public sector organization.
- Strong knowledge of local government financial regulations and statutory requirements.
- Ability to deliver strategic financial planning and provide financial insights to senior management.
- Strong analytical technical and interpersonal skills.
- Experience managing significant budgets and leading financial initiatives.
- Ability to communicate complex financial information clearly to nonfinancial stakeholders.
- Skilled in Microsoft Office and financial systems management.
