The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of highquality drinking water managing wastewater and storm water and reducing air noise and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country with nearly 6000 employees. DEPs water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the systems 2000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $23.8B and another $10.5B projected over the next 10year commitment plan. The projects BEDC implements allows DEP as a whole to continue to operate and maintain an exemplary water supply system.

The Program Management Office (PMO) within BEDC provides technical support to the project delivery teams. This includes the following sections and groups: Project Controls Schedule Controls Permitting Support Cost Estimating Business Solutions Data Analytics and management of the Enterprise Program Management Information System (ePMIS). The PMO uses people processes and tools to mitigate issues that may impact a project.

BEDC seeks to hire a Computer Specialist (Software) 2 for the Program Management Office (PMO) located in the Lefrak Office in Queens NY. Under direction of the PMO Business Solutions Manager and with some latitude for independent initiative and judgement the selected candidate will serve as a Business Analyst for the Bureau of Water & Sewer Operations (BWSO). The selected candidate will need to be skilled in application development to support best in class management of BWSOs capital program primarily the Lead Service Line Replacement Program. The Business Analyst will manage data captured on the huge variety of elements in project delivery to support Project Teams and all levels of Management. The Business Analyst will also maintain and develop tools within existing DEPused technology such as eBuilder and SQL to capture manipulate or output engineering project management data.

Typical tasks will include:

Address system users support requests
Interface with technology providers personnel to address problems
Support ongoing maintenance of reporting and data solutions
Analyze business requirements into technical requirements for reporting/visualizations data models and databases.
Review technical specifications derived from technical requirements
Participate in the design performance and code review process
Oversee development and maintenance of the departments data repository and ensure successful data gathering and validating the accuracy of the data prior to publication of reports
Develop ITbased solutions consisting of contextual conceptual and logical architectures using standardsbased rigorous methodologies and best practices.

PREFERRED SKILLS

1 5 years of experience in Business Analytics
Strong organization writing communication skills with a strong vision of the goals
Experience gathering requirement from project teams and management for their needs
Experience in build Dashboards and reports using SSRS and Power BI.
Strong SQL skills with experience working with large datasets to generate reports and dashboards
Broad technology experience in application development cloud architecture Relational/NoSQL databases analytics machine learning DevOps management and monitoring
Experience with broad technology delivery including custom development using various development languages such as C# Java

COMPUTER SPECIALIST (SOFTWARE) 13632

Qualifications :

(1) A baccalaureate degree from an accredited college including or supplemented by twentyfour (24) semester credits in computer science or a related computer field and two (2) years of satisfactory fulltime software experience in designing programming debugging maintaining implementing and enhancing computer software applications systems programming systems analysis and design data communication software or database design and programming including one year in a project leader capacity or as a major contributor on a complex project; or
(2) A fouryear high school diploma or its educational equivalent and six (6) years of fulltime satisfactory software experience as described in 1 above including one year in a project leader capacity or as a major contributor on a complex project; or
(3) A satisfactory combination of education and experience that is equivalent to (1) or (2) above. College education may be substituted for up to two years of the required experience in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However all candidates must have a four year high school diploma or its educational equivalent plus at least one (1) year of satisfactory fulltime software experience in a project leader capacity or as a major contributor on a complex project.
NOTE: In order to have your experience accepted as Project Leader or Major Contributor experience you must explain in detail how your experience qualifies you as a project leader or as a major contributor. Experience in computer operations technical support quality assurance (QA) hardware installation help desk or as an end user will not be accepted for meeting the minimum qualification
requirements.
Special Note
To be eligible for placement in Assignment Level IV in addition to the Qualification Requirements stated above individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration database management systems operating systems data communications systems capacity planning and/or online applications programming.
