ACES is actively seeking a TS/SCI cleared and seasoned Tactical Communications Policy and Strategy Subject Matter Expert (SME) to join our team providing critical support to the Department of Defense (DoD) Chief Information Officer for Command Control Communications and Infrastructure (DoD CIO C3I). In this pivotal role you will work directly with the CIOs office to shape policies provide strategic direction design architectures and contribute to systems engineering for communication and information network programs and initiatives. Your primary objective is to drive the development of a dynamic resilient and collaborative tactical information environment while ensuring strict adherence to DoD policies and oversight. This in turn will empower our warfighters intelligence assets and mission partners to harness secure and reliable tactical communications in diverse domains and environments. To excel in this role candidates must hold an active TS/SCI clearance and bring extensive senior staffing experience within DoD HQ organizations. Proficiency in JCIDS PPBE and other key senior staffing processes in the DoD is essential for success in this position. If interested please call or email today if interested ( /).

OPPORTUNITY

  • Clearance: US Citizens with an Active TS/SCI or TS without SCI as long as TS was adjudicated within the past 2 years (MANDATORY)
  • Contract: Have been supporting client for over 15 years
  • Work Location: Hybrid with 3 halfdays onsite each week for at total requirement of 8 hours on site each week at the Mark Center (4800 Mark Center Drive Arlington VA)
  • Education/Experience: Masters with 15 years in relevant field or bachelors with 17 years relevant experience
  • Start Date: As soon as possible

PRIMARY RESPONSIBILITIES

  • Provide technical support and formulate roadmaps policies and standards to assist the government in ensuring Tactical Communications interoperability among DoD and partner nations.
  • Develop recommendations reports and briefing materials necessary to guide and inform DoD CIO C3 positions activities and decisions.
  • Offer technical expertise and analysis support for current military and future force communications and network portfolio policies communication architectures systems and operations in the air ground and maritime domains.
  • Assist in the development of joint concepts and integrated architectural solutions to address validated warfighting capability gaps.
  • Support DoD communications and information technology policy initiatives by leveraging knowledge of the Joint Capability Integration and Development System (JCIDS) process Defense Acquisition System (DAS) Planning Programming Budgeting and Execution (PPBE) and other related formal decision and staffing processes within the DoD.
  • Contribute to DoD CIO and Department of Homeland Security partnered efforts including but not limited to Defense Support to Civilian Authorities FirstNet and enterpriselevel Land Mobile Radio initiatives in the air ground and maritime domains.
  • Participate in enterprise governance working groups and capability boards as well as Servicespecific boards and working groups. Support the coordination of DoD CIO positions and contribute to the development of briefings and briefing materials for use by DoD CIO senior leadership.

SKILLS AND EXPERIENCE

  • Strong DoD Senior Staffing experience required.
  • Experience supporting a Headquarters Joint Staff or Service Staff Officer or Senior Leadership.
  • Familiarity with Tactical Communications vendors and technologies.
  • Knowledge of Tactical Communications including SATURN HQ SINCGAR HF Link16 BFT WREN and/or related tactical communications waveforms and systems.
  • Proficiency in briefing and organizational skills including experience with DoD issuances strategy or related enterprise documents.
  • Exceptional written and verbal communication skills.
  • Proficient in using Microsoft Office 365 especially Teams and SharePoint Online.

Desired Skills

  • Awareness of Joint AllDomain Command and Control (JADC2) and the enabling role of tactical communications.
  • Experience with RF waveforms communications gateways and network development or oversight.
  • Experience in conducting technical and programmatic research and producing information and decision papers.
  • Knowledge of Open Systems Architecture development and implementation.
  • Experience in coordinating sponsoring and facilitating largescale technical meetings and conferences.
