Job Description

Responsibilities:

  • Responsible for creating architectures roadmaps and plans to modernize and integrate provincial medical imaging assets in Ontario within the provincial electronic health record leveraging multiple Ontario Health products and services
  • Acts as subject matter expert to internal and external stakeholders in specialized area of medical imaging technology solutions including cloudbased opportunities enabling provincial scalability of document repositories picture archive and communication systems (PACS) imaging data archives (i.e. DICOM and NonDICOM) and supporting common services (i.e. patient identity solutions terminology standards) leveraging healthcare interoperability standards (i.e. HL7 V2 FHIR)
  • Collaborates with peer architects in development of solution architecture unique to medical imaging in the province and supports the practice of architecture and the development of solution architecture models and documentation
  • Develops visionary solutions as well as the tactical approaches to deliver them; works with product management to support roadmaps and architectural alignment to ensure the delivery of project and product objectives of the Ontario Health medical imaging digital health program.
  • Resolves business rules and information and application conflicts involving shared services applications and resources
  • Leads technical workstream within the OH medical imaging digital health program communicating and guiding project team members with architecture guidance surrounding assets business and technical aspects.


General Skills:

  • Experience with medical imaging technologies and solutions including DICOM and NonDICOM data archives repositories and associated database technologies communication protocols and interoperability standards
  • Experience in developing enterprise architecture deliverables (e.g. models) specializing in medical imaging solutions that are provincially scalable
  • Leadership experience in the development and implementation of cloudbased solution architectures at the specified experience level
  • Experience in the use of data and process modelling methodologies techniques and tools including a working knowledge of metadata structures repository functions and data dictionaries
  • Awareness of emerging I&IT trends and directions specifically in medical imaging enterprise solutions
  • Excellent analytical problemsolving and decisionmaking skills; verbal and written communication skills; interpersonal and negotiation skills


Key Competencies:

  • Ability to understand disparate health IT systems place in Ontario s health system and compare and contrast solutions and patterns to recommend/propose efficient and effective architectures and solutions pertinent to modernization of medical imaging assets in the province
  • Ability to interpret and apply health information management principles to digital health care systems specifically medical imaging technologies and to leverage health care interoperability standards such as HL7 V2 or FHIR in development of architecture solutions.
  • Ability to interpret and apply IT privacy and security standards principles and regulations applicable to the health care sector (such as FIPPA PHIPA) in development of architecture solutions.
  • Ability to define requirements for execute and participate in public sector fair procurement processes.
  • Problem solving and analytical skills to create strategies to mitigate various types of business privacy security and financial risks; identify gaps and opportunities within domains sectors and/or solutions and drive improvement and efficiency.
  • Strong communication skills to facilitate negotiate and communicate both orally and in writing in support of internal and external partner engagement at the local provincial level delivering presentation material designing documents for both technical and nontechnical audiences and to drive to consensus between internal stakeholders with conflicting goals and priorities.
  • Ability to work at a high level of autonomy in setting objectives based on minimal direction from management.
  • Ability to stay abreast of provincial national and international business technology architecture and solution design trends.


Requirements

Experience and Skill Set Requirements:

MUST Have:

  • 8 years experience in the interpretation and application of health information management principles and health care interoperability standards such as HL7 V2 or FHIR in development of architecture solutions specific to medical imaging / diagnostic imaging.


Skill Set / Experience Required:

  • 10 years experience as a Solution Architect leading the development and deployment of large scale medical imaging / diagnostic imaging technology solutions and projects; and their integration with enterprise services (example terminology services patient identity services)
  • Expert knowledge of healthcare information systems used in Ontario and other jurisdictions specifically supporting medical/diagnostic imaging clinical pathways reliant upon diagnostic imaging repositories Picture Archiving and Communication Systems (PACS) and Hospital Information Systems (HIS).
  • 8 years experience in the interpretation and application of health information management principles and health care interoperability standards such as HL7 V2 or FHIR in development of architecture solutions specific to medical imaging / diagnostic imaging.
  • Expert knowledge in the interpretation and application of IT privacy and security standards principles and regulations applicable to the health care sector in Ontario (such as FIPPA PHIPA) in development of architecture solutions.
  • 7 years experience defining requirements for execute and participate in public sector fair procurement processes.


Education:

  • Bachelor s or Master s degree or equivalent working experience in Information Technology is required.
  • 10 years experience as a Solution Architect in medical imaging technology solutions involved in daytoday technical and business work representing asset(s) in discussions for broader solutions and guiding integration with/use of system/ domain is required.
  • Knowledge of Ontario Health and the broader Ontario health care sector IT systems to ensure product dependencies are identified and managed.
  • Knowledge of Architectural disciplines such as Business Application Information Infrastructure Privacy and/or Security.
  • Knowledge of service management control and architecture frameworks such as ITIL PMBOK COBIT Zachman TOGAF Rational and/or Agile.
  • Knowledge of Legislative boundaries and privacy regulations unique to Ontario and Canada.
  • Knowledge of Patient safety considerations.
  • Knowledge of Public Sector procurement legislation policies and practices.
