SUMMARY OF POSITION:
Organizes and directs the human resources activities of the School including employment,
record keeping, benefits administration, employee relations and complying with government
regulations for both professional and non-certified staff.
Recommends, develops, implements and supports policies and best practices throughout the
School. Exercises good judgment and decisiveness in both normal and crisis situations.
Fosters and maintains a climate of mutual cooperation, respect and consideration among
staff. Uses discretion in handling confidential information.

ESSENTIAL JOB RESPONSIBILITIES:
This list is intended to be illustrative rather than complete and serves to show major duties and

1. Administers the Human Resources Department, including all aspects of recruiting and
selection of qualified personnel.
2. Collaborate with the appropriate administrators and supervisors to ensure the adequate
staffing of programs, both exempt and non-exempt personnel.
3. Establishes and conducts recruitment programs for the recruitment of competent
personnel.
4. Facilitates employment and finalizes termination of staff; responsible for preparation
and presentation of personnel and employment recommendations to the School Board.
5. Administers 21CCCS compensation/benefits plans/programs. Negotiates benefits with
the providers of health, dental, vision, life, Accidental Death & Dismemberment, and
disability income protection products. Monitors costs and makes recommendations on
benefits levels to Business Manager and CEO. Posts all insurances from the insurance
module into fund accounting.
6. Develops and maintains a system for personnel records for 21st Century Cyber Charter
School (21CCCS) employees in order to provide comprehensive, accurate and current
record of all matters pertinent to employment, transfer, retirement, leave, promotion,
benefits and other matters of record.
7. Interprets and manages personnel practices, working agreements and policies for
21CCCS staff; handles grievances at the appropriate level for all staff, excluding
administrators, in accordance with board approved staff handbooks.
8. Oversees an onboarding program for all newly hired employees to assure the School
meets requirements of state and federal laws.
9. Effectively communicates with employees to resolve complaints, difficulties, retirement
and other matters related to personnel and employment. Works with principals and
other administrators to resolve difficult and/or sensitive personnel matters.
10. Reviews and maintains job descriptions for positions.
11. Assists in the development and maintenance of personnel salary and benefits budget.
12. Develops and maintains the annual operating budget for the Human Resources
Department.
13. Provide necessary training to supervisory personnel on issues related to performance
of their roles.
14. Supervises and evaluates staff members assigned to the Human Resources
Department.
15. Maintains current knowledge of developments pertinent to the role by means of
ongoing professional development, workshops, and networking with other
professionals in the field.
16. Performs other duties as assigned by the CEO and/or Business Manager.

DIMENSIONS AND ORGANIZATIONAL RELATIONSHIPS OF THE POSITION:
This position reports directly to the CEO, serves as an effective and positive liaison
between staff and the CEO while working cooperatively with others to perform job
responsibilities as outlined.
Requires exceptional problem solving and systems/process analysis skills, along with excellent
communication skills, human relations and customer service skills.

QUALIFICATIONS:
Education and Experience
1. Bachelor's Degree required. Masters degree in Human Resources or SHRM-SCP
preferred.
2. Minimum of five years progressive Human Resources experience in an
educational setting, or equivalent combination of education and experience.
3. Experience managing and/or implementing Human Resource Information
Systems (HRIS) and processes.
Professional or Other Required Certifications
1. Professional certification in Human Resources (SHRM-CP or SHRM-SCP)
preferred.

KNOWLEDGE, SKILLS & ABILITIES:
1. Knowledge of School organization and operations; legal compliance with pertinent
federal, state and local laws, codes and regulations.
2. Principles and practices of organization, administration and personnel management,
including supervision and training
3. Effective communication, orally and in writing, follow-up; building trust/gaining
commitment; employee relations, coaching and facilitating change.
4. Recruitment, staffing, selection and placement; benefits and benefits administration.
5. Strong data analysis skills, valid and logical decision making based on data outcomes.
6. Demonstrated competencies in the implementation and use of computer software
programs and hardware pertinent to department uses.

PHYSICAL DEMANDS:
1. While performing the duties of this job, the employee is frequently required to sit, stand,
and walk.
2. The employee is frequently required to talk and listen.
3. The position requires the employee to use hands to handle or feel, and to reach with
hands and arms.
4. The employee must occasionally lift and/or move up to 25 pounds.
5. This job requires close vision and the ability to adjust focus.
6. The position requires meeting deadlines with severe time constraints, interacting with
staff and the public, and irregular or extended work hours.
7. Travel between 21CCCS locations may be required; some travel may require an
overnight stay.

WORK ENVIRONMENT:
The work environment characteristics described here are representative of those an employee
encounters while performing the essential functions of this job. Reasonable accommodations
