Facilities Manager

The Schaumburg Township District Library has full time, Facilities Manager opportunity. The Facilities Manager is responsible for managing and supervising the overall maintenance and safety (security) operations, which includes all building systems, safety and security, grounds, vehicles, and structural needs of all Library facilities (3). The Facilities Manager is also responsible for the assignment of scheduled work needs on a preventative and predictive schedule for all facilities and ensures safe and efficient operations in compliance with applicable regulatory and safety guidelines. Additionally, the Facilities Manager reviews and helps prepare capital projects and operating budgetary reports for multiple properties. Also creates action plans to improve financial position for Library environments. The Facilities Manager must have detailed experience with a formal procurement process with soliciting quotes, proposals, and drawing up competitive bids in a public bidding process. Additionally, project management and budget planning are requirements. Serves on Library’s leadership team.

Our opportunity is for 40 hours per week to be scheduled during library hours that will be required to work some nights, weekends on a rotation, and on call responsibilities. The schedule is based on the needs of the library and could change if and when needed. The salary range for this position is $67,684-$84,615; based on skills and qualifications.

Essential duties and responsibilities

  • Provides leadership to maintenance and public safety teams as well as throughout the Library as part of the leadership team in support of the Library’s strategic priorities and values.
  • Manages, evaluates, and maintains Library facilities including HVAC, electrical, plumbing, elevators, roofing, life safety, vehicles, and the upkeep of the building and grounds. Schedules and/or performs preventative maintenance, service, repairs, and safety inspections as needed. Utilizes and/or develops and maintains life cycle plans for equipment to determine replacement or refurbishment decisions. Maintains records of repairs and replacements. Visits all Library properties routinely and develops facility plans to understand existing conditions and works with all site managers. Must oversee all projects from start to finish including remodels and renovations.
  • Develops and implement procedures for the efficient and effective operation of the maintenance department
  • Models workplace safety and customer service for the maintenance team
  • Identifies and responds to urgent situations related to the buildings and grounds. Arranges for or personally takes immediate corrective action 24/7. Serves as point person for emergency notification calls as needed.
  • Prepares annual departmental budgets and monitors spending and cost needs.
  • Handles the coordination of work by outside vendors, contractors, utility providers, and other external entities related to the buildings and grounds. Assists with competitive bid and construction process for capital improvement projects; secures bids and quotes for work to be done by contractors.
  • Develops, implements, oversees, evaluates, and suggests improvements to activities, services, workflows, and processes with consideration to equity, diversity, inclusion, and accessibility to the Library Director.
  • Helps direct reports understand and apply principles of diversity, equity, inclusion, and accessibility in their work and interactions with colleagues and the community.
  • Instructs staff in appropriate work methods for efficiency and safety. Ensures OSHA compliance.
  • Works proactively with the Library safety/security and outside agencies, such as law enforcement and emergency responders, to anticipate, prevent, and respond to serious or emergency situations. Backup and support safety/security department staff as needed.
  • Participates in professional development through professional reading, workshops, conferences, and networking groups. Shares information learned with appropriate colleagues.
  • Develops and maintains long-range plans, strategies, and procedures
  • Ensures compliance with all industry standards, including customer service, vendor relationships, and interdepartmental collaboration.
  • Reviews vendor agreements to ensure competitive bidding and value-added negotiation
  • Stays knowledgeable about library services, programs, and organizational goals.
  • Cultivates effective communication and interpersonal skills for the betterment of the Library.
  • Prepares detailed monthly reports to Executive Director and facilitates weekly walkthroughs.
  • Prepares and delivers presentations to Library Board, administration, and staff as needed.
  • Attends Board meetings as requested and needed

Skills and competencies

  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

  • Ability to speak effectively before groups of customers or employees of organization.
  • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
  • Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
  • Ability to deal with problems involving several concrete variables in standardized situations.
  • Organizational, project management, and budgetary skills
  • A valid Illinois Driver’s License is required for this job.

Education and experience

  • Bachelor’s degree and/or formal training and certification in related fields preferred
  • Experience with OSHA standards

  • The noise level in the work environment is usually moderate.
  • Lifting 60 lbs., bending, stooping, climbing, pushing wheeled items up to 125 lbs., reaching, handling and fine manipulation skills.
  • Ability to safely climb and work on a 12-foot ladder.
