Business Analyst 5, DTMB Agency Services Supporting EGLE, DNR, MDARD and DMVA Candidates must have a minimum of 16 years of general BA experience.
DTMB Agency Services is looking for candidates with strong business analysis skills, able to assess the right approach to eliciting information and capturing it in the format most efficient for the identified audience. Candidates need to be an excellent representative for DTMB, developing knowledge of related IT policies, standards and procedures (PSPs) and building confidence with our agency partners. Candidates must have strong organization and communication skills, proactively manage expectations, and be forward thinking to mitigate risks and issues. Strong problem-solving skills and the ability to maximize productivity while being self-directed is a must. Familiarity with Agile, user stories, and Azure
Dev Ops preferred.

DTMB Agency Services supporting Department of Environment, Great Lakes, and Energy (EGLE), Department of Natural Resources (DNR), Department of Military and Veterans Affairs (DMVA), and Department of Agriculture and Rural Development (MDARD) is seeking the expertise of three Business Analyst resources to be part of a larger team supporting a variety of agency partner IT initiatives. These individuals will work with peer business analysts, technical and agency partners, and at times vendors to complete work for both new and existing IT solutions. This team serves as the liaison between agency partners and DTMB, developing relationships and business expertise to elicit and document requirements; conduct business impact analysis of changes; champion understanding and adherence to applicable PSPs; assist with system maintenance releases; and coordinate related activities with supporting areas of DTMB and Agency Services.

DTMB Agency Services welcomes candidates that are self-directed, well organized, confident in their ability to build relationships, quick to come up to speed on new assignments, and able to be flexible and adaptable to changing needs and/or direction.

At the discretion of the resource manager, this position may include remote work, but candidate should plan to be available to report to a Lansing, MI job location in accordance with State of Michigan return to office guidelines.

Business Analyst Position General Description:

Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Has knowledge of commonly-used concepts, practices, and procedures within a particular field. Familiar with relational database concepts, and client-server concepts. Relies on limited experience and judgment to plan and accomplish goals. Performs a variety of tasks. Works under general supervision; typically reports to a project manager. A certain degree of creativity and latitude is required.

Prepare and document Functional and Technical Specifications for reporting and data warehouse work. Assist with business warehouse/intelligence support and enhancements. Develops RFPs. Assist in deployment and management of end-user reporting tools and platforms. Work with IT and business project teams to understand reporting and data warehousing requirements and propose solutions. Document and provide knowledge transfer to the rest of the Enterprise Reporting Team for all solutions.

Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard (including Legacy, Core, and Emerging technologies), business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

Job Responsibilities:

Work with multiple stakeholders to develop an in depth knowledge of the related business operations and business needs.
Conduct discovery to identify related systems and related data sources/stores.
Develop working knowledge of constraints and enablers to include applicable regulations, policies, parallel projects, and existing systems and technologies.
Develop and execute approach for requirements elicitation to identify minimum viable product objectives.
Conduct analysis and review findings related to the project scope.
Serve as a liaison between the project team, business area, and technical teams.
Review and/or develop user stories in support of implementation.
Validate test plans and test cases in support of business test activities.
Work with the project, business, and technical teams to ensure solution implementation procedures are followed.

Specific Position Experience Required:

Candidates must have a minimum of 16 years of general Business Analyst experience
Minimum of 7 years conducting business process review and requirements elicitation and documentation
Minimum of 5 years being the liaison between technical teams and the project stakeholders
Minimum of 5 years developing and/or managing user stories on Agile development project(s)
Minimum of 3 years developing strategy and/or project roadmap documents
Minimum of 2 years supporting application maintenance programs
Minimum of 2 years working directly with senior management in facilitating discussions to determine strategy, develop road maps and/or gain consensus to resolve opposing positions
Minimum of 2 years supporting the development of or compliance to statement of work and/or other work agreements/contracts
Minimum of 2 years working on projects developing/implementing IT solutions for public use
Minimum of 1 year working on IT infrastructure projects
Minimum of 1 year working with programs governed by state and/or federal regulations
