The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

Catholic Religious Education (RE) Director for Eglin AFB. The Catholic RE Director leads the Catholic RE program and supports other Ecumenical programs for the Eglin AFB Chapel.

EDUCATION, EXPERIENCE AND SPECIAL QUALIFICATIONS.

1 Qualifications.
1.1 Attitude and Disposition. A positive, self-directed and motivated individual
with the breadth and depth of knowledge necessary to accomplish the day-today coordination of the RE and Formation Program. This person must
demonstrate a familiarity with and commitment to the Roman Catholic faith
and practice as articulated by the documents of the Second Vatican Council
and subsequent statements of the United States Conference of Catholic
Bishops and the RE curriculum standards established by the Archdiocese for
Military Services, USA.
Applicants will be evaluated on the basis of a submitted resume and
references, as well as the results of an interview to be conducted by the
Roman Catholic Chaplain and/or his designates. The purpose of the interview
is to determine if the applicant meets all qualifications. A letter from the
applicant's current pastor or immediate prior pastor must be submitted to
document the individual's adherence to Church norms and status as a
practicing Roman Catholic in good standing.
Interviews will be conducted by the chapel point of contact at the date and time
specified in the combined synopsis solicitation.
1.2 Education and Experience. The Coordinator must have documented proof of
religious education. In order of preference, the coordinator shall have (1)
bachelor degree in theology, theological studies, or religious studies or, (2) at
least a minor in one of the mentioned fields of study within the context of a
bachelor s degree in a related major; or (3) an associate s degree in theology,
theological studies, or religious studies, or a related field of study; or (4) other
certificate of training in theology, theological studies, or religious studies, or a
related field of study.
1.3 The RE Coordinator shall have a minimum of two years experience as a
Roman Catholic RE Coordinator and/or 5 years teaching experience in a
Roman Catholic religious education program.
1.4 The Coordinator must possess, or be in the process of completing AMS
Catechist Certification or willing to begin the certification process within 30
days of contract award. The contractor is responsible for scheduling and
paying for AMS Catechist Certification.
1.5 Character. An ability to work unsupervised in a fluid and sometimes stressful
environment with staff, parents, and children. Possesses an ability to maintain
healthy, functional interpersonal relationships with co-workers and customers.
Maintains professional standards of conduct and public decorum, including but
not limited to dress and grooming. All personnel dealing with youth are subject
to a positive background investigation as determined by current base and Air
Force regulations. Required to participate in and understand expectations of
Protecting God's Children training for self and other staff, i.e., completion of
VIRTUS training or similar program or similar program approved by AMS.
1.6 Roman Catholic Identity. The Roman Catholic RE Coordinator must be a
practicing Roman Catholic in good standing who exhibits evidence of a
serious commitment to Roman Catholicism and its practice. As such, this
person must be able to receive RE certification from the Archdiocese for
Military Services.
2 Skills.
2.1 Interpersonal. Must possess the ability to work constructively with the
assigned General Schedule (GS) Roman Catholic Priest or Roman Catholic
Chaplain, chapel and parish staff, customers, and other parish ministers.
2.2 Theological. Must be able to effectively teach and explain the basic teachings
of the Roman Catholic Church.
2.2 Administrative. Must be an efficient manager and able to organize diverse
program elements.
2.3 Communication. Must be able to communicate the needs and goals of the
Roman Catholic Religious Education Program to chapel staff, volunteers,
and customers.
2.4 Must be able to do word processing in a Windows environment and
maintain a database. [Must be able to work with excel, power point,
publisher and pdf documents.]
2.5 Must be adaptable, flexible, and able to multi-task.
2.6 Must be willing to work in a diverse and ecumenical environment as well as to
cooperate with ecumenical endeavors.

GENERAL REQUIREMENTS (Section One)

The Director will:

1. Direct the Catholic RE program per the direction of the Catholic Chaplain or designated Priest. The Catholic RE Director may also be required to support ecumenical RE programs as deemed necessary by Catholic Chaplain. Submit a monthly Religious Education

summary Report to the Catholic Chaplain/Designee.

2. Advise the Catholic Chaplain or designated Priest on RE and ecumenical programs to meet the needs of Eglin AFB.

3. Assist the Catholic Chaplain or designated Priest in developing goals and objectives for RE and ecumenical programs.

4. Coordinate all logistical requirements with the Catholic Chaplain or designated Priest. This includes building and overseeing curriculum for RE programs. Managing and overseeing all program facilities and maintaining a budget based on funding requirements. The Catholic RE Director will also be available for new emerging requirements as deemed necessary by the Catholic Chaplain or designated Priest.

5. Maintain materials, working documents, and continuity files to support the Catholic RE program and all other ecumenical programs.

6. Advertise RE and ecumenical programs as directed by the Catholic Chaplain or designated Priest.

7. Recruit and train volunteers for the Catholic RE and ecumenical programs Director will supervise all volunteers, track their hours and maintain their job descriptions. Also advises the Catholic Chaplain or designated Priest on the selection of volunteers for all positions.

Director will submit a Volunteer Summary Report due to the Catholic Chaplain/Designee on a monthly basis.

8. Implement the RE program to include Baptism, First Reconciliation, First Communion, Confirmation, and RCIA. The Director will coordinate with the Catholic Chaplain or designated Priest to ensure sacramental requirements are met.

9. Organize receptions for sacramental celebrations of First Communion, Confirmation, and RCIA.

10. Facilitate Baptismal preparation for parents and godparents as directed by the Catholic Chaplain or designated Priest.

11. Conduct facilitate or assist with registration for Catholic Community activities.

12. As directed by the Catholic Chaplain or designated Priest, organize Sacramental Youth Retreats for sacramental catechesis for First Communion, First Reconciliation, Confirmation, and RCIA. Coordinate funding requirements with Catholic Chaplain or designated Priest.

13. Advise Catholic Community member on sacramental preparation.

14. As directed by the Catholic Chaplain/designee, ensure Catholic community members are in good standing to receive sacraments. E.g. valid baptism for receipt of First Communion, etc.

15. Maintain rosters to support RE programs. Keep a record of enrollment and attendance.

Submit monthly reports to the Pastoral Coordinator or designee as determined by the Catholic Chaplain or designated Priest.

16. Submit annual budget projections as required for all RE programs as directed by the Catholic Chaplain or designated Priest.

17. Oversee the Catholic RE budget, projected expenses and requirements.

18. Comply with unit policies and procedures. This includes but is not limited to facility safety, facility security, facility usage, and funding processes. The director is responsible for the security and cleanliness of all facilities utilized in conjunction with their programs. All areas utilized will be restored to normal settings. The Director will be familiar with and implement fire and safety practices in accordance with AFI 91-301 to prevent accidents and preserve the life and health of him/herself and any personnel performing under or in any way affected by the performance of this contract. The Director will be familiar with and comply with all security procedures to include ensuring all Chaplain Corps facilities are properly secured, doors and windows locked, and lights turned off upon departure or conclusion of events. Director shall be responsible for keys provided and keys shall not be duplicated.

Any lost, duplicated or misplaced keys will be reported upon discovery of the occurrence to the CTOF Contracting Officer. All keys will be returned upon expiration or revocation of this contract. The Director will submit a monthly report to the Catholic Chaplain/Designee regarding facility maintenance needs, security and any equipment issues.

19. Implement policies and programs from the Archdiocese for the Military office of Faith Formation as directed by the Catholic Chaplain or designated Priest.

20. Coordinate all requests for equipment, facilities, and transportation with the Catholic Chaplain, or designated Priest.

21. Attendance required at meetings to include weekly chapel staff meeting(s), monthly Parish Advisory Council, Catholic annual planning meetings, Ecumenical program meetings (e.g., CAMP Chapel Arts and Music Program, etc.) as directed.

22. Organize special events that enhance Catholic RE, Chapel ecumenical programs and any new emerging requirements as directed by the Catholic Chaplain or designated Priest.

23. Perform personally the services described above or coordinate such performance by a substitute of at least equal proficiency who has been approved in advance by the Contracting Officer (CO) or designee. The Director will submit the name(s) and qualifications of proposed sub-directors to the CO or designee for approval at least 14 days prior to the proposed substitution date. Sub-directors must meet the requirements for the position as outlined in this Performance Work Statement (PWS). The Director is responsible for payment(s) to the sub-director(s).

24. Submit to a background check in accordance to local procedures.

Job Performance Hours and Programs (Section One):

1. Perform a minimum of 40 hours per week. This includes office hours used for administrative responsibilities, being available for counseling and customer service, attending staff meetings, etc. The Director s schedule will be coordinated with the Wing Chaplain or designee.

2. Direct weekend Catholic RE program. Program currently occurs on Sundays. This includes being available on Sunday for registration, RE teacher volunteer recruitment and training, etc.

3. Support ecumenical programs to include but not limited to the Chapel, Arts and Music Program (CAMP) that currently meets every Thursday during the school year from 1330 1730. Support for preparation of the school year during the summer months is also required.
