MISSION:
In this role he/she will lead the companys industrial relations strategy in Indonesia by ensuring full compliance with labor regulations managing union relationships minimizing industrial disputes and safeguarding business continuity through proactive and strategic IR practices.
Key Responsibilities:
1. IR Strategy & Leadership
- Develop and execute a comprehensive Industrial Relations strategy aligned with business goals.
- Provide strategic advisory to management on IR risk labor trends and regulatory impact.
- Lead and build a high-performing IR team across sites/operations.
2. Labor Law Governance & Compliance
- Ensure full compliance with Indonesian labor laws and regulations including Government and Ministerial decrees
- Oversee compliance audits and mitigate legal exposure.
- Partner with Legal to manage complex employment litigation.
3. Union & Collective Relationship Management
- Lead engagement with labor unions at enterprise and site levels.
- Establish long-term constructive union relationships to maintain industrial harmony.
- Act as negotiator for Collective Labor Agreement (PKB) discussions.
4. Collective Labor Agreement (PKB) Strategy
- Direct the negotiation renewal and execution of Collective Labor Agreement.
- Develop negotiation frameworks and Wall position budget balancing employee welfare and business sustainability.
- Ensure consistent implementation of Collective Labor Agreement across all locations.
5. Industrial Dispute & Crisis Management
- Oversee resolution of complex labor disputes including Termination disputes Mass grievances and strikes
- Represent the company in mediation conciliation and Industrial Relations Court (PHI).
- Lead crisis response during industrial unrest (e.g. strikes demonstrations).
6. Government & External Stakeholder Relations
- Build strategic relationships with Government and External Stakeholder:
- Represent the company in bipartite and tripartite session.
- Monitor regulatory developments and influence policy where relevant.
7. Policy & Framework Development
- Lead development of Company Regulations
- Ensure alignment between policies PKB and labor laws.
- Drive standardization of IR practices across all business entities.
8. Risk Management & Advisory
- Identify IR risks (union escalation legal exposure workforce dissatisfaction).
- Provide proactive mitigation strategies and scenario planning.
- Advise management on sensitive workforce decisions (restructuring layoffs disciplinary actions).
9. Workforce Transformation & Change Management
- Support organizational transformation initiatives from an IR standpoint.
- Manage workforce restructuring projects ensuring legal compliance and minimal disruption.
- Facilitate communication strategies during major organizational changes.
10. Employee Relations & Engagement
- Monitor industrial climate and employee sentiment across sites.
- Drive initiatives to improve employee relations and minimize disputes.
- Promote a culture of transparency fairness and compliance.
WHO WE ARE LOOKING FOR:
Required:
- Bachelors degree in Law (preferred) HR Industrial Engineering or related field; Masters degree is an advantage.
- Minimum 810 years of experience in Industrial Relations with at least 5 years in a leadership role.
- Extensive experience managing unionized environments and large workforce populations.
- Proven track record in CLA negotiations and dispute resolution.
- Strong exposure to manufacturing Petrochemical Plantation or labor-intensive industries is preferred.
