HSE Manager
Job Summary
The role ensures that construction activities are planned and executed safely with particular focus on high-risk works permit-to-work control energized systems lifting operations excavation hot work working at height clean construction security control emergency response and zero-interrupt operations.
For the DSCO program this role is critical because data center construction involves high-density technical environments where unsafe work can affect personnel safety permanent power energization commissioning readiness critical infrastructure security and future operations. The SJ proposal states that each site should have a dedicated full-time HSE Manager embedded with the Construction Manager MEP Lead C&S Lead site engineers contractors commissioning teams and DSCO representatives.
Key Responsibilities
- Site HSSE Management
Implement the project HSSE Plan at the assigned site and ensure that all construction activities comply with DSCO requirements SJ requirements Indonesian regulations contractual obligations and recognized international HSSE practices.
- Daily HSE Coordination
Attend and lead HSE input for daily coordination meetings pre-start briefings toolbox talks high-risk activity reviews and workface readiness planning.
- Permit-to-Work Control
Review and monitor permit-to-work implementation for energized electrical work lockout/tagout hot work confined space entry excavation lifting operations work at height roof works pressure testing chemical handling commissioning tests and restricted-zone activities.
- High-Risk Activity Review
Review contractors risk assessments method statements lifting plans electrical safety plans commissioning procedures emergency response arrangements and method-of-procedure submissions before work starts.
