Client Overview

Our client is a fast-growing Indonesian manufacturing and commercial group operating across electrical equipment consumer lighting electronic appliances and industrial technology.

The group has evolved from an electronic trading and distribution business into a multi-site manufacturing organization serving the growing domestic market. With multiple manufacturing facilities across Indonesia and a workforce comprising local employees and Chinese expatriate technical professionals the organization is entering an accelerated phase of industrial expansion.

As the business continues to scale the group is strengthening its organizational structure HR governance workforce planning and people management systems to support a larger and more complex operation.


Job Role

The Head of HR will lead the development and implementation of the groups overall Human Resources function across its business units and operational sites.

Reporting directly to the Founder/Group Owner this role will be responsible for building a structured and scalable HR framework covering talent acquisition performance management compensation and benefits industrial relations labor compliance HR policies workforce planning and employee development.

The ideal candidate is a hands-on HR all-rounder who is comfortable building HR systems from the ground up managing complex employee relations matters working across multiple business units and partnering directly with business owners and senior management in a fast-paced organization.


Key Responsibilities

  • Build formalize and continuously improve group-wide HR SOPs employee handbooks company regulations and HR compliance policies.
  • Establish workforce planning headcount budgeting organizational structures and manpower strategies to support business expansion.
  • Develop and implement group-wide Performance Management Systems including KPIs OKRs evaluation cycles and incentive alignment.
  • Partner with business unit and plant leaders to establish performance standards and improve employee productivity accountability and organizational effectiveness.
  • Identify talent gaps and develop onboarding training talent development and succession planning initiatives.
  • Lead end-to-end recruitment across executive commercial manufacturing engineering technical and administrative functions.
  • Partner with business unit heads to define manpower requirements and improve recruitment effectiveness for critical positions.
  • Oversee Chinese expatriate workforce governance including employment documentation onboarding work authorization and coordination of relevant manpower and immigration compliance requirements.
  • Serve as a key HR liaison between the Group Owner Chinese expatriate managers and technical teams local management and factory HR teams.
  • Facilitate effective cross-cultural communication and collaboration between local employees and Chinese expatriate stakeholders.
  • Ensure compliance with applicable Indonesian labor regulations employment requirements BPJS frameworks and internal HR policies across office warehouse and factory operations.
  • Lead Compensation & Benefits governance including payroll oversight salary structures benchmarking employee welfare and benefits programs.
  • Manage employee relations and industrial relations matters including grievances disciplinary actions conflict resolution and labor disputes.
  • Develop and maintain consistent HR policies and employee management practices across all group entities.
  • Establish HR reporting and workforce analytics to support management decision-making workforce planning and organizational development.
  • Strengthen HR processes controls and documentation to support the groups continued growth and expansion.


Candidate Requirements

  • Minimum Bachelors Degree (S1) in Human Resource Management Law Business Administration Psychology or a related discipline.
  • Minimum 710 years of comprehensive HR experience with at least 35 years in an HR Manager Senior HR Manager or Head of HR capacity.
  • Strong hands-on experience across multiple HR pillars including Talent Acquisition Compensation & Benefits Industrial/Employee Relations Performance Management HR Policy and HR Administration.
  • Experience in Consumer Electronics Trading & Distribution FMCG Retail or Multi-Site Manufacturing environments is strongly preferred.
  • Candidates without direct manufacturing experience may be considered if they demonstrate strong all-rounder HR leadership experience in multi-unit organizations.
  • Proven experience managing large workforces preferably approximately 1000 employees is highly preferred.
  • Experience working within family-owned local Chinese companies privately held groups or Chinese-invested companies in Indonesia is strongly preferred.
  • Proven ability to build HR systems policies and processes from scratch or strengthen previously unstructured HR environments.
  • Strong knowledge of Indonesian labor regulations industrial relations employment practices and BPJS compliance.
  • Strong understanding of performance management workforce planning organizational development and talent management.
  • Pragmatic culturally adaptive assertive yet diplomatic and resilient in handling complex HR matters.
  • Strong stakeholder management skills and confidence in working directly with business owners and senior management.
  • Strong problem-solving and decision-making capabilities in fast-paced operational environments.
  • Fluent business English proficiency both written and spoken.
  • Mandarin proficiency is a distinct advantage for communication with Chinese expatriate employees and business stakeholders.
