Our client is a fast-growing Indonesian manufacturing and commercial group specializing in electrical equipment consumer lighting LED technology electronic appliances and industrial products.
The group has expanded from a trading and distribution business into a multi-site manufacturing organization with several production facilities across Indonesia and a workforce of more than 1000 employees. The organization also works closely with Chinese expatriate plant managers engineers technicians and procurement teams.
As the business continues to expand its manufacturing footprint and establish new production facilities the organization is strengthening its centralized HR structure to standardize people management performance management labor compliance and expatriate workforce governance across its various business entities.
Job Role
The Group HR Manager will be responsible for developing standardizing and implementing group-wide human resource frameworks across headquarters and multiple manufacturing facilities.
Reporting directly to the Group Owner this position will focus on professionalizing HR management establishing structured KPI and performance management systems ensuring employment and labor compliance and managing Chinese expatriate workforce requirements.
The ideal candidate is an experienced manufacturing HR leader with strong knowledge of Indonesian labor regulations and proven experience managing HR functions across multiple sites or business entities. Fluency in Mandarin Chinese is essential to facilitate effective communication between the Group Owner Chinese expatriate management plant leadership and local HR teams.
Key Responsibilities
- Develop implement and standardize group-wide HR policies employee handbooks and HR procedures across subsidiaries and manufacturing facilities.
- Design and implement structured KPI performance evaluation and performance management frameworks for middle and senior management.
- Strengthen talent management organizational development succession planning and professional HR practices across the group.
- Serve as the primary HR liaison between the Group Owner Chinese expatriate executives plant management and local HR teams.
- Manage Chinese expatriate employment administration including employment contracts work permits immigration requirements onboarding and workforce compliance.
- Ensure compliance with Indonesian labor regulations employment contracts company policies and applicable Ministry of Manpower requirements.
- Provide guidance to management regarding PKWT PKWTT termination employee relations and other employment-related matters.
- Lead and mentor plant-level HR teams across multiple manufacturing facilities.
- Standardize HR practices and reporting across headquarters and regional manufacturing units.
- Support plant HR teams in handling industrial relations matters labor disputes employee grievances and union-related issues.
- Establish effective communication and coordination practices between Chinese expatriate management and local employees.
- Monitor HR performance workforce planning employee development and organizational effectiveness across the group.
- Support HR integration for new manufacturing facilities and business expansion projects.
- Provide strategic HR recommendations to the Group Owner and senior management regarding workforce organizational and regulatory matters.
Candidate Requirements
- Minimum Bachelors Degree in Human Resource Management Law Business Administration Psychology or a related field.
- Minimum 8 years of progressive HR and General Affairs experience including at least 3 years in a managerial or group-level HR position.
- Proven experience managing HR functions across multiple manufacturing sites factories or business entities.
- Strong experience in manufacturing industrial or factory environments with large employee populations.
- Experience managing HR operations for organizations with approximately 1000 or more employees is strongly preferred.
- Proven experience developing and implementing HR policies KPI frameworks performance management systems and organizational structures.
- Strong knowledge of Indonesian labor regulations employment contracts industrial relations and workforce compliance.
- Hands-on experience managing Chinese expatriate employment work permits immigration requirements and cross-cultural workforce matters.
- Strong understanding of RPTKA and relevant immigration and expatriate employment requirements.
- Experience guiding plant HR teams in handling labor disputes employee relations and industrial relations matters.
- Strong leadership organizational analytical communication and stakeholder management skills.
- Ability to work directly with business owners senior management plant leaders and expatriate executives.
- Fluent Mandarin Chinese both spoken and written is mandatory.
- Professional proficiency in Bahasa Indonesia and English.
- Strong cross-cultural communication and relationship management capabilities.
- High level of integrity accountability adaptability and execution capability.
