The Role

You will be part of our Monitoring Learning and Evaluation team supporting the successful design and rollout of monitoring initiatives for the India Safe Water programme. The programme is implementing In-Line Chlorination (ILC) technology in partnership with the Government of Indias Jal Jeevan Mission targeting communities served by Single Village Scheme water systems; ILC delivers safe chlorinated water at the source and has demonstrated strong potential for cost-effectiveness and scale. The programme is currently operational in Andhra Pradesh and Madhya Pradesh with the goal of reaching 17.5 million people across multiple Indian states with safe drinking water.

As the programme portfolio expands you will contribute to exploring and implementing innovative technology-enabled ways of operating at scale. The MLE team plays a central role in generating evidence ensuring data quality and informing programme decisions; this role requires significant experience in evaluation quantitative research impact assessment development programmes and applied data analytics.
The Senior Associate - Monitoring Learning and Evaluation will be based in New Delhi and reports to the Senior Manager - Monitoring Learning and Evaluation.

Responsibilities

Monitoring Framework and Systems

  • Support the MLE team in developing programme Theory of Change Results Framework Logframe indicators and measurement protocols aligned with programme objectives.
  • Develop and institutionalise monitoring tools reporting formats data quality protocols and SOPs.
  • Establish systems for routine tracking of programme outputs outcomes and key performance indicators.
  • Work closely with programme teams to ensure that monitoring systems generate actionable insights rather than only reporting numbers.
  • Support the design and implementation of the MLE framework for the India Safe Water programme.

Evaluation Design and Assessment

  • Work with MLE team to Develop evaluation designs appropriate to programme objectives including experimental/quasi-experimental approaches where feasible.
  • Work with the MLE team to develop sampling strategies sample size calculations survey designs questionnaires and data collection protocols.
  • Define appropriate evaluation indicators and outcome measures related to safe water access water quality behaviour change service delivery and programme performance.

Data Management Analysis and Interpretation

  • Analysis of large and complex programme datasets using appropriate statistical and econometric methods.
  • Conduct descriptive inferential and multivariate analysis as appropriate.
  • Identify trends patterns correlations and anomalies in programme data and translate these into actionable programme insights.
  • Develop approaches for data triangulation across survey and monitoring datasets.
  • Establish standards for data cleaning validation documentation and reproducible analysis.

Data Visualisation and Dashboarding

  • Develop and maintain management dashboards and data visualisation systems to track programme performance.
  • Translate complex datasets into intuitive visualisations that can be used by field teams for decision-making.
  • Design dashboards covering key programme indicators performance implementation progress outcome indicators and emerging risks.

Data Quality and Field Monitoring

  • Work with the MLE team to Establish and implement a robust Data Quality Assurance (DQA) framework.
  • Develop protocols for data verification back-checks audits and validation of field-collected data.
  • Conduct periodic reviews of monitoring data to identify inconsistencies reporting gaps and potential data quality issues.
  • Work with field and implementation teams to strengthen data collection processes and address data quality gaps.
  • Ensure that data collection tools and processes are aligned with evaluation and analytical requirements.

Programme Learning and Decision Support

  • Develop regular analytical reports and management briefs highlighting programme performance challenges emerging trends and recommended actions.
  • Institutionalise learning loops between monitoring evaluation and programme implementation.

Stakeholder Coordination

  • Work closely with programme operations technical and field teams to integrate M&E into programme implementation.
  • Manage relationships with external agencies survey firms evaluators and technology/data partners.


Requirements
  • 3-5 years of relevant experience in MLE evaluation quantitative research impact assessment development programmes or applied data analytics
  • Masters degree in Economics Statistics Public Policy or a related field
  • Experience in WASH safe water public health or rural development is desirable
  • Strong understanding of evaluation methodologies and research design
  • Demonstrated experience in designing impact and outcome evaluations
  • Knowledge of sampling techniques sample size determination and survey methodology
  • Advanced skills in data analysis and statistical modelling
  • Strong hands-on experience in data quality assurance high-frequency checks data validation data cleaning and data management
  • Excellent data visualisation and dashboarding skills
  • Proficiency in Stata SPSS Power BI and CAPI scripting. Experience with multiple analytical and data management tools is an advantage
  • Ability to independently interpret quantitative findings and effectively communicate insights and implications to non-technical stakeholders
  • Strong report writing documentation and presentation skills
  • Fluency in written and spoken English and Hindi

Compensation: Competitive and commensurate with the individuals credentials experience and previous pay scale.
