1. Antecedentes
En el marco del fortalecimiento de la política de protección social en Guatemala el Programa Social Bolsa Social implementado por el Ministerio de Desarrollo Social (MIDES) con el acompañamiento del Programa Mundial de Alimentos (PMA) constituye una intervención clave orientada a mejorar el acceso a alimentos de hogares en condición de pobreza y vulnerabilidad a través de los programas sociales.
Con el propósito de generar evidencia para la toma de decisiones programáticas y operativas se ha diseñado un estudio de investigación con enfoque mixto (cuantitativo y cualitativo) que conllevó la recolección de información en aproximadamente 800 hogares distribuidos entre grupos beneficiarios y no beneficiarios así como la realización de entrevistas a actores clave.
El estudio incorpora un enfoque cuasi-experimental que permitirá evaluar efectos del programa en variables como la seguridad alimentaria diversidad dietética estrategias de afrontamiento cambios de comportamiento y niveles de inclusión por género y grupo étnico.
2. Objetivo
Realizar el análisis estadístico del estudio asegurando la generación de evidencia robusta reproducible y orientada a la toma de decisiones estratégicas sobre el desempeño del Programa Social Bolsa Social.
Garantizar la calidad y consistencia de la base de datos desarrollar análisis descriptivos e inferenciales aplicar metodologías econométricas apropiadas para la estimación de impacto incluyendo el enfoque de diferencias en diferencias e integrar los resultados cuantitativos con la evidencia cualitativa disponible. Asimismo se espera que el análisis incorpore de manera transversal el enfoque de género y pertinencia étnica contribuyendo a la identificación de brechas de inclusión.
4. Productos esperados
Plan de análisis estadístico que detalle la estrategia metodológica los indicadores a construir los modelos a aplicar y los supuestos analíticos.
Base de datos limpia validada y documentada apta para el análisis.
Informe preliminar que incluya el análisis descriptivo y la tabla de balance seguido de un informe de análisis avanzado que incorpore los resultados del análisis inferencial y econométrico.
Repositorio reproducible del análisis (Scripts y datos)
Elaboración de documentos de resultado final dirigido a diferentes audiencias:
Informe técnico completo (anexos scripts
Informe ejecutivo para tomadores de decisión
Documento académico (paper / artículo)
Presentaciones de resultado.
Educación:Licenciatura en ciencias económicas administración pública ciencias sociales o temas relacionados.
Idiomas: Dominio del español (nivel B2) Deseable conocimiento intermedio de inglés (nivel B 1/2)
Conocimientos:En paquetes estadísticos (SPSS R STATA Python) visualización de datos (Tableau). Experiencia deseable en sistemas de Información Geográfica y análisis geoespacial (QGis ArcGis). Experimentado en software de recopilación de datos electrónicos (Kobo ODK MODA SurveyCTO etc.). En paquetes estadísticos SPSS R STATA Python.
Experiencia en la aplicación de herramientas de evaluación cuantitativas y cualitativas.
Habilidades: Uso de computadores y en office (World Excel PowerPoint etc.); Conocimientos avanzados en hojas de cálculo y paquetes de bases de datos. Comunicación oral y escrita incluyendo análisis y habilidades de redacción de informes. Disposición para realizar visitas de campo e interactuar con diferentes socios y partes interesadas. Capacidad para trabajar de forma independiente y como parte de un equipo.
