The Office of Human Resources (OHR) is part of the UNDP Bureau for Management Services (BMS) of UNDP. It is the anchor of the global HR function for UNDP providing strategy and policy setting guidance and addition BMS/OHR provides a broad range of HR advisory and talent management services enabling UNDP to deliver fully integrated development solutions to enable its workforce to deliver more and better results. BMS/OHR aims to be at the leading edge of HR in the international development sector by developing high quality and innovative human resources solutions and driving transformation across UNDP.

Position Purpose

Under the overall guidance of the Chief Talent Acquisition Deployment and Succession the HR Analyst will support the delivery of career transition services with a focus on inter-agency movestransition poolsunassigned staff and related corporate separation processes as well as associated workforce analytics.

The HR Analyst is expected to operate with a degree of independence in delivering analytical and programmatic outputs while contributing to the continuous improvement of corporate career transitions frameworks.

UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore UNDP personnel are expected to work across units functions teams and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.

Duties and Responsibilities

Ensure delivery of the career transition services

  • Support the implementation review and continuous improvement of Career Transitionspolicy procedures andtools aligned with UNDPs workforce priorities.
  • Provide analytical administrative and logistical support tokey career transition processes managed by the unit includinginter-agency moves unassigned staff and related corporate separation processes.
  • Prepare and process official documentation related to staff inter-agency moves unassigned staff and related corporate separation processes and coordinate approval processes.
  • Coordinate and provide administrative support to recruitment processes involving unassigned staff.

Provide administrative and substantive support to staff in transition and coordinate case management

  • Serve as a focal point for staff managers and HR focal points ensuring timely responses to inquiries and consistent guidance on policies and processes.
  • Provide job-search and career transition support to unassigned staff and staff in transition.
  • Communicate with staff and managers on policy interpretation in specific cases in line with UNDPs career transition practices.
  • Collaborate with other OHR teams and Bureau focal points to ensure effective delivery of services provide technical guidance and ensure policy compliance.
  • Maintain professional discretion and confidentiality.

Ensure effective monitoringreporting and analytics

  • Coordinate the collection analysis and interpretation of HR data related to processes managed by the unit such as inter-agency moves unassigned staff and related corporate separation processes.
  • Develop and maintain data visualizations and dashboards (e.g. Power BI) to support real-time monitoring and decision-making by OHR leadership.
  • Prepare analytical reports briefing notes and presentations for senior management translating data into actionable insights.
  • Contribute to the documentation of business requirements for the relevant HR IT systems.
  • Ensure data quality and integrity across systems and contribute to strengthening HR data governance and analytic practices identifying risks gaps or bottlenecks and proposing solutions to improve delivery.

Actively participate in facilitation of knowledge building and knowledge

  • Develop and update guidance notes SOPs and training materials.
  • Support the facilitation of training to and advise TADAS personnel in coordination with the Chief Talent Acquisition Deployment and Succession on relevant matters.
  • Identify synthesize and document best practices and lessons learned.
  • Make sound contributions to knowledge networks and communities of practice.

Required Skills and Experience

Education:

  • An advanced university degree (Masters degree or equivalent) in Human Resources Management Psychology Management Business Administration or any other related field is required OR
  • A first level university degree (Bachelors degree) in the above-mentioned fields in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Minimum of two (2) years (with Masters degree) or four (4) years (with Bachelors degree) of relevant experience in providing centralized Human Resources services is required.
  • Experience in administering career transition processes (e.g. inter-agency moves and separations) is highly desirable.
  • Experience in data analysis and interpretation including use of business intelligence tools (e.g. Power BI Excel or similar) to support reporting and decision-making is desirable.
  • Experience working in the UN System particularly entailing cross-agency collaboration is desired.
  • Demonstrated experience in drafting clear and concise communication materials including reports guidance notes or briefing documents is desirable.
  • Experience of working in an ERP system and proven understanding of HR data structures and workflows is highly desirable.
  • Proven ability to work independently manage competing priorities and deliver output within established deadlines is an asset.
  • Demonstrated ability to provide support or guidance to managers and personnel in the implementation of HR processes is highly desirable.

Language:

  • Proficiency in the English language both oral and written is required.
