Job Summary

Main Responsibilities

Policy analysis and research

  • Monitor developments in education and skills policy of relevance to trade unions and workers;
  • Develop and draft statements and position papers; and
  • Assist with the preparation of briefing notes and speaking notes for the General Secretary.

Liaison representation and outreach

  • Co-ordinate the meeting of the TUAC Working Group on Education and Skills;
  • Represent TUAC and coordinate trade union participation in relevant OECD Committees Working Parties as well as other events and meetings;
  • Work closely with TUAC affiliates other trade unions and international trade union partner organisations;
  • If required liaise with the relevant OECD Directorates Member countries permanent delegations and other international institutions; and
  • Draft blogs and content for social media outlining TUACs key policy messages and/or analysis of OECD work that is of interest to trade unions.

Qualifications :

Ideal Candidate Profile

Academic Background

  • An advanced university degree in international relations public policy or a related discipline.

Professional Background

  • At least four years of experience in policy advocacy project coordination or research;
  • Excellent knowledge of the priority policy issues for trade unions in the areas of education and skills;
  • Experience working with the trade union movement (desirable).

Core Competencies

  • OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 1); Enable People (Level 1); Ethics and Integrity (Level 1); Collaboration and Horizontality (Level 2); Achieve Results (Level 1); Innovate and Embrace Change (Level 2).
  • There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other with a commitment to reach a good working level.

  • This vacancy will be filled as soon as possible and applications should reach us no later than midnight 23 August 2026 (Paris time).

Contract Duration 

  • Six months temporary contract
  • Ideal start date: September 2026

Salary Information  

  • Salary and conditions will depend on her/his status (temporary staff or official).  
  • For temporary staff salary starts at 3240 EUR.
