Role Purpose

The Testing & Commissioning Engineer provides PMC oversight for all testing and commissioning activities across the REH Airport Package. The role focuses on making sure systems are tested safely work together as intended are fully documented meet contractual requirements and are ready for operational handover. The Contractor remains responsible for execution quality control rectification and the delivery of compliant test results.

Key Responsibilities

Review the Contractors T&C plans procedures test scripts ITPs schedules and turnover submissions and provide clear practical recommendations within delegated authority.

Confirm that each system is ready for testing by checking approved designs and inspections completed installations permits safety controls calibrated equipment and the availability of competent Contractor and OEM personnel.

Monitor compliance with the Contract approved documents authority requirements applicable standards and OEM instructions. Witness and record pre-commissioning functional cause-and-effect reliability integrated and operational tests.

Coordinate across MEP ELV ICT fire and life safety BMS/SCADA utilities infrastructure and key airport systems such as BHS AGL VDGS FIDS PA/VA CCTV access control security screening and structured cabling.

Keep clear traceable records of readiness interfaces testing risks constraints failed tests punch-list items and close-out actions. Confirm that corrective work and retesting are complete before reporting an item as closed.

Check that test and handover evidence is complete including signed records calibration certificates as-built drawings O&M manuals asset and warranty data training records authority approvals and turnover dossiers.

Support progressive handover and operational readiness through operator training simulations and readiness trials and promptly escalate unresolved technical safety programme interface or acceptance issues.

Clear review comments and recommendations on the Contractors T&C Plan and related submissions.

A maintained PMC T&C Master Tracker covering readiness systems interfaces tests risks constraints failed tests punch items and close-out status.

An Integrated Systems Testing Matrix.

A T&C Interface Matrix.

Complete PMC witness and verification records.

A Handover Evidence and Operational Readiness Checklist.

A Final Commissioning Status and Acceptance Recommendation Report.

Reporting Outputs

A weekly update on T&C progress upcoming activities readiness and critical actions.

A monthly T&C status report covering completion pass/fail/retest results risks constraints interfaces and gaps in supporting evidence.

Status reporting on integrated systems testing handover and operational readiness.

A concise executive summary highlighting critical decisions and matters requiring escalation to Airport Package Management.

Reporting Line & Interfaces

Report to the Airport Package Manager or the designated PMC T&C/Systems Lead working closely with the relevant PMC disciplines.

Coordinate through approved channels with the Contractor Designers Supervision Consultants OEMs Authorities and the Airport Operator.

Authority & Accountability

Raise observations and corrective-action requests when needed and recommend that testing be postponed rejected or repeated if prerequisites or acceptance criteria have not been met.

Final acceptance along with approval of deviations changes or time and cost entitlements remains with the authorized representatives. Nothing in this role reduces the Contractors responsibility for execution quality safety coordination rectification or compliance.

Performance Measures

Reviews are completed on time and reporting is accurate and aligned with the approved programme and contractual milestones.

Planned tests are completed with compliant traceable evidence and failures defects risks and interface issues are closed promptly.

Commissioning training handover and readiness records are complete and no system is recommended as ready without verified acceptance evidence.

Health Safety & Regulatory Compliance

Confirm that all testing and energization activities follow approved risk assessments methods permits isolation procedures emergency arrangements and project HSE requirements.

Track statutory inspections authority approvals and required certificates and immediately escalate any unsafe or unauthorized testing invalid calibration or missing prerequisite.

At least 10 years of relevant T&C experience on major infrastructure transportation complex-building or airport projects including PMC or consultancy review of Contractor activities.

Strong hands-on knowledge of MEP ELV ICT BMS/SCADA fire and life safety controls cause-and-effect testing and integrated systems testing. Experience with airport systems authority approvals operational readiness and phased handover is preferred.

A sound working knowledge of applicable codes authority requirements commissioning standards quality processes document control and safe systems of work supported by strong coordination evidence-review reporting and communication skills.

Relevant professional registration or certification in commissioning quality safety or project management is an advantage.
