BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The World Food Programme (WFP) has extensive global experience in supporting governments to design strengthen and scale sustainable National School Feeding Programmes (NSFPs). Under its School Feeding Strategy () WFP prioritizes national ownership by helping countries enhance systems improve programme quality and test innovative approaches tailored to their context.

Egypt currently operates one of the worlds largest school feeding programmes reaching over 13 million children. However the model relies predominantly on fortified biscuits with limited nutritional diversity due to logistical safety and infrastructure line with national strategies including Vision 2030 the Education Sector Plan and the National Food and Nutrition Strategy the Government through the Minister of Education is exploring the possibility of shifting toward providing fresh nutritious hot meals reaffirming commitments made under the School Meals Coalition.
To support this transition the Minister of Education has formally requested WFPs assistance in designing a scalable cost efficient national hot meal model covering operational guidance infrastructure mapping procurement and supply chain strengthening and the integration of lessons from global best practice. As a foundational step WFP and the Ministry of Education and Technical Education (MoETE) will undertake a comprehensive mapping of school community and market capacities relevant to hot meal delivery and to conduct a feasibility analysis to classify schools according to their readiness for transition during the 2026/2027 academic year.
WFP seeks the services of a Supply Chain Expert to provide specialist advice analytics and contributions to integrated supply chain operations to ensure the design of effective and integrated supply chain approach that will inform the transition from snack based school feeding to a national hot/fresh school meals programme.
The expert should have broad experience across procurement service delivery systems operational design contract management costing and logistics to support the development of a scalable and sustainable national hot school meals model.
The incumbent will work through the WFP Egypt CO in close collaboration with MoETE at central governorate and district levels to ensure alignment with national rules and regulations.

SCOPE
Thematic Scope: The scope of this assignment falls within the WFPs support to enhance Egypts national school feeding programme focusing on assessing the readiness of the system to transition to safe and efficient hot/fresh meal provision. For that a comprehensive examination of the infrastructure and operational conditions required for such a shift to understand existing capacities for meal production storage and delivery. Based on the feasibility assessment a collection of context-appropriate delivery models will be developed including guidance on costs staffing equipment logistics safety and nutrition standards. To operate hot meals at scale there is need to operationalize a procurement and supply chain system capable of ensuring food safety and quality predictability and cost-efficiency.
Temporal Scope: The assignment is expected to commence in the coming months and continue through the rollout of the programme for the 2026/2027 school year subject to project timelines and funding availability.
Geographic Scope: Nationwide.

TYPE OF CONTRACT: Special Service Agreement (SSA L10)

DUTY STATION (City Country): Cairo Egypt

DURATION: 6 months

ACCOUNTABILITIES:

Provide technical guidance on supplychainrelated data collection for the national mapping covering market access supplier proximity cold chain and storage availability transport corridors and the presence of caterers community kitchens NGOs and private operators and contribute to the infrastructure gap analysis by defining minimum logistics and supply chain requirements per school cluster.
Analyze local market functionality in priority governorates including availability seasonality price stability supplier capacity and associated supply chain risks (food safety inflation transport reliability) and propose preliminary mitigation measures.
Provide technical inputs into the design of onsite central kitchen and hybrid delivery models including endtoend supply chain flows indicative logistics staffing storage needs cost drivers and operational constraints by geography and school cluster.
Lead development of procurement and supply chain strategy options aligned with national regulations covering local sourcing centralized and decentralized procurement modalities contracting of caterers and service providers framework agreements quality assurance and food safety controls and initial options for digital traceability and monitoring systems.
Provide detailed supply chain inputs to costing and financial models including logistics unit costs scenario and sensitivity analysis (fuel distance inflation) and implications of local sourcing levels across delivery models.
Draft and/or review supply chain sections of the National Operational Manual including SOPs for procurement storage transport inventory management roles and responsibilities performance indicators and identification of capacitystrengthening needs for government and implementation partners.
Assess technical capacity and develop a related training programme for national stakeholders with a Training of Trainers focus.
Support supply chain readiness for phased startup by validating assumptions for selected governorates advising on tendering and contracting technical inputs identifying early operational bottlenecks and mitigation actions and contributing to a short lessonslearned and adjustment note to inform scaleup.
Provide ad-hoc support to national counterparts during pilot stage.
Any other related duties as required within the scope of the assignment.

Deliverables

Supply Chain Mapping and Feasibility Input Report

A concise report consolidating supplychain inputs to the national mapping and feasibility work including analysis of market functionality supplier and logistics capacity storage and coldchain availability and key supplychain risks affecting hot meal delivery.

Hot School Meals Supply Chain & Procurement Strategy

A streamlined strategy outlining endtoend supply chain designs for onsite central kitchen and hybrid models with recommended procurement and contracting modalities local sourcing options and key food safety and quality assurance considerations.

Supply Chain Costing and Operational Guidance Package

A practical package providing supplychain cost assumptions and sensitivity inputs for financial modelling alongside draft supplychain sections for the National Operational Manual covering procurement storage transport inventory management and performance monitoring.

Capacity Assessment and TOT

Capacity Assessment of supply chain relevant stakeholders and TOT delivered

Startup Readiness and Scaleup Adjustment Note

A short actionoriented note assessing supplychain readiness for phased implementation highlighting early operational bottlenecks mitigation measures and recommended adjustments to inform initial rollout and scaleup.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced university degree (Masters or equivalent) in Supply Chain Management Logistics Operations Economics Engineering or a related field.

A first-level degree with additional relevant experience may be accepted in lieu of an advanced degree.

Experience:

At least 810 years of progressively responsible professional experience in supply chain logistics procurement operations design or related fields including a minimum of 5 years providing senior technical or advisory support. Proven experience designing implementing or strengthening end-to-end supply chain and service delivery systems ideally covering a combination of procurement catering or food service operations facility or service design logistics contract management costing and operational planning.
Experience in institutional catering hospitality airline catering large-scale food service operations school feeding healthcare or comparable sectors is highly desirable.
Demonstrated experience in costing financial modelling and analysis of operational and supply chain solutions including assessment of cost drivers efficiency opportunities and delivery models.
Experience managing or advising on procurement strategies supplier engagement contracting modalities and performance management of service providers.
Strong understanding of food safety and quality standards and their application across food procurement production storage transport and service delivery systems is highly desirable.
Experience supporting large-scale public sector food systems nutrition school feeding or social protection programmes is highly desirable.
Demonstrated experience working with government counterparts and contributing to policy strategy or operational guidance at national or sub-national level.

Knowledge & Skills

Strong knowledge of procurement and contracting modalities supply chain design food safety and quality assurance systems storage transport logistics and service delivery operations.
Sound understanding of large-scale food service catering or institutional meal delivery systems including operational infrastructure and supplier management considerations.
Proven ability to assess and develop cost-effective supply chain and service delivery models including costing assumptions operational requirements and performance monitoring frameworks.
Strong analytical report-writing and drafting skills with the ability to produce clear practical technical guidance and recommendations for government and senior decision makers.
Demonstrated stakeholder engagement and facilitation skills with the ability to work effectively with government counterparts service providers and technical experts.
Ability to work independently and deliver high-quality outputs under tight timelines.

Languages:

Fluency in written and spoken English and Arabic required.
