BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The World Food Programme (WFP) has extensive global experience in supporting governments to design strengthen and scale sustainable National School Feeding Programmes (NSFPs). Under its School Feeding Strategy () WFP prioritizes national ownership by helping countries enhance systems improve programme quality and test innovative approaches tailored to their context.
Egypt currently operates one of the worlds largest school feeding programmes reaching over 13 million children. However the model relies predominantly on fortified biscuits with limited nutritional diversity due to logistical safety and infrastructure line with national strategies including Vision 2030 the Education Sector Plan and the National Food and Nutrition Strategy the Government through the Minister of Education is exploring the possibility of shifting toward providing fresh nutritious hot meals reaffirming commitments made under the School Meals Coalition.
To support this transition the Minister of Education has formally requested WFPs assistance in designing a scalable costefficient national hotmeal model covering operational guidance infrastructure mapping procurement and supplychain strengthening and the integration of lessons from global best practice. As a foundational step WFP and the Ministry of Education and Technical Education (MoETE) will undertake a comprehensive mapping of school community and market capacities relevant to hotmeal delivery and to conduct a feasibility analysis to classify schools according to their readiness for transition during the 2026/2027 academic year.
WFP seeks the services of a Programme Policy Officer School Feeding CST to provide technical and programme support to the WFP Egypt School Feeding team during the implementation of the National Hot Meals School Feeding Roadmap. The incumbent will contribute to operational planning implementation frameworks Standard Operating Procedures (SOPs) Field Level Agreements (FLAS) procurement and supply chain inputs evidence generation technical documentation and practical tools required to support the transition from snack-based school feeding to a national hot and fresh meals programme.

SCOPE:

• The scope of this assignment falls within WFPs support to enhance Egypts national school feeding programme with a focus on the operational transition from snack-based school feeding to safe efficient and context-appropriate hot/fresh meal provision.
• The assignment will support the implementation of the National Hot Meals School Feeding Roadmap through technical inputs to delivery models operational standards SOPs FLAS procurement and supply chain approaches implementation tools evidence generation and programme documentation.
• The assignment will contribute to translating assessment findings and international good practices into practical implementation guidance including models for on-site kitchens central kitchens community kitchens and hybrid approaches.
• Temporal Scope: The assignment is expected to support roadmap implementation and preparatory work for phased rollout during the 2026/2027 school year subject to project timelines and funding availability.
• Geographic Scope: Nationwide

ACCOUNTABILITIES:

• Support the WFP School Feeding team in implementing the National Hot Meals School Feeding Roadmap and related workplans.
• Provide technical inputs on operational delivery models including on-site kitchens central kitchens community kitchens and hybrid models.
• Review technical documents and contribute recommendations based on regional and global school feeding experience.
• Support the adaptation of international good practices to the Egyptian context and contribute technical inputs to roadmap deliverables and implementation plans.
• Provide technical inputs to operational planning implementation approaches procurement models supply chain systems and food safety requirements for the national Hot Meals School Feeding Programme.
• Support technical reviews and internal consultations as required including preparation of technical presentations briefing materials and meeting documentation.
• Support the development and review of Standard Operating Procedures (SOPs) operational manuals implementation guidelines and technical tools for hot meals implementation.
• Provide technical support on Field Level Agreements (FLAS) with NGO Cooperating Partners
• Provide technical input related to operational efficiency measures food safety systems hygiene standards and quality assurance mechanisms.
• Contribute to defining operational standards for school kitchens and food service operations under different delivery modalities.
• Identify and document regional and global good practices relevant to Egypts transition toward hot meals.
• Prepare technical reports progress updates presentations briefing notes and knowledge products to support programme monitoring donor reporting and roadmap documentation.
• Undertake any other school feeding programme-related duties as required within the scope of the assignment.

Deliverables

Task 1: Roadmap Implementation Support

Deliverable: Technical support provided to the implementation of the National Hot Meals School Feeding Roadmap including inputs to workplans implementation tracking progress updates and roadmap documentation.

Tas 2: Technical input to Delivery Models and Implementation Approaches

Deliverable: Technical inputs provided on context-appropriate school feeding delivery models including on-site central kitchen community kitchen and hybrid approaches with operational implications and recommendations documented.

Task 3: SOPs and Operational Guidance

Deliverable: Developed and reviewed Standard Operating Procedures operational manuals implementation guidelines and technical tools for priority operational areas related to hot meals implementation.

Taske 4: FLAS Procurement and Supply Chain Inputs

Deliverable: Technical guidance provided on Field Level Agreements (FLAS) operational efficiency measures procurement models supply chain approaches and related implementation requirements from programmatic perspective

Task 5: Food Safety and Quality Assurance Inputs:

Technical inputs provided to food safety systems hygiene standards quality assurance mechanisms and operational standards for school kitchens and food service operations from programmatic perspective

Task 6: Evidence and Knowledge Products

Technical reports briefing notes presentations and evidence products prepared to document lessons learned regional and global good practices and practical recommendations for future scale-up.

Task 7: Programme Monitoring and Donor Reporting Support

Contributions provided to programme monitoring donor reporting implementation updates and other documentation required by the School Feeding team.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:
Advanced university degree in International Development International Cooperation and Humanitarian Affairs Education Food Systems Social Protection Public Policy Development Studies Agriculture Economics Supply Chain Management Business Administration or another relevant field.

Experience:

• Minimum eight (8) years of progressively responsible professional experience in programme management school feeding nutrition education food systems social protection or related fields.
• Minimum five (5) years of direct professional experience in school feeding programmes including programme design implementation technical support or programme management.
• Demonstrated experience supporting national large-scale school feeding programmes.
• Experience supporting the design or implementation of Hot Meals Fresh Meals or Home-Grown School Feeding programmes.
• Demonstrated experience developing or supporting Standard Operating Procedures (SOPs) operational manuals and implementation frameworks.
• Experience supporting procurement supply chain and delivery models for large-scale feeding programmes.
• Experience coordinating with multidisciplinary technical teams and multiple stakeholders.
• Previous experience with WFP or another UN agency is highly desirable.
• Experience working in the Middle East and North Africa region is an advantage

Knowledge & Skills

• Good technical knowledge of school feeding systems and programme implementation.
• Understanding of Hot Meals School Feeding approaches and operational models.
• Knowledge of food safety systems and quality assurance principles.
• Understanding of procurement and supply chain management for food assistance programmes.
• Strong programme management and coordination skills.
