Programme Officer
Organizational Setting and Work Relationships
The Programme Officer may be based in HQ field/regional bureau typically reporting to and be guided by the Senior Program officer and may supervise a small team of local and international staff. He/she may refer to UNHCRs Programme Manual (Chapter IV) UNHCRs corporate and regional strategic priorities operation plans and other relevant institutional rules and regulations for further guidance.
The Programme Officer will provide programmatic guidance and support with regard to the implementation of protection and solutions strategies within available resources. S/he will coordinate with the other sections/units to ensure harmonized programmatic approaches at all levels and throughout the UNHCR Operations Management Cycle. S/he will work in line with the overall UNHCR directions which crucially require working with partners including with forcibly displaced and stateless persons governmental institutions and the private sector ensuring that programme management is approached as per UNHCRs Strategic Directions Global Strategic Priorities (GSPs) Global Compact for Refugees (GCR) corporate positions on SDGs.
The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Manual ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

Duties
- Support in assessing and analysing the needs of forcibly displaced and stateless persons in a participatory manner using an Age Gender and Diversity (AGD) perspective as basis for planning.
- Provide support on programmatic aspects of developing multi-year protection and solutions strategies and annual plans with corresponding priorities taking into account corporate priorities.
- Support Results Based Management and programme capacity in light of evolving requirements programming approaches and gaps.
- Support the planning process in compliance with planning parameters outlined in the Programme Manual and the planning instructions.
- Review and analyse plans mid-year and year-end reports of UNHCR office(s) ensuring quality assurance and compliance with established policies guidelines procedures and standards.
- Support in the provision of overall direction to broaden partnerships with key stakeholders in order to maximize the protection and solutions response for forcibly displaced and stateless persons.
- Provide support to ensure a consistent application of the framework for implementing with partners including the effective implementation of the policy on selection and retention of partners management of partnership agreements risk-based project performance monitoring and risk-based project audits among others.
- Contribute to ensure consistent and coherent monitoring approaches tools and systems in line with global standards and polices.
- Actively contribute to UNHCRs programming of community of practice and continuously contributing to improvements of programming tools and processes.
- Identify potential gaps and problems and in cooperation with other relevant sections recommend appropriate solutions to ensure the efficient implementation of programme activities.
- Oversee a timely and effective follow-up of internal and external audits observations and recommendations that relate to programmatic issues.
- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks issues and concerns to a supervisor or to relevant functional colleague(s).

Minimum Qualifications
Education & Professional Work Experience
For P3/NOC - 6 years relevant experience with Undergraduate degree; or 5 years relevant experience with Graduate degree; or 4 years relevant experience with Doctorate degree.

Essential
Demonstrated experience in programme management including familiarization with the OMC and sound knowledge Results Based-Management. Demonstrated experience in field operations sound knowledge on the centrality of protection in programming Joint Needs Assessments and the principles of targeting.
Desirable
Demonstrated experience in coordination within an inter-agency context and other actors in a refugee or humanitarian context. Sound experience in program management training and capacity building activities.

Desired Candidate Profile
Strong demonstrated experience in building partnerships within the UN and/or with government entities. Demonstrated experience leading or coordinating UN Joint Programmes or other multi-agency programmes on behalf of a contracting agency including joint planning and harmonized implementation across participating agencies support to joint governance structures (Steering Committees Technical Working Groups and joint monitoring and review mechanisms) and the exercise of a joint accountability and service function across all partners. Sound knowledge of results-based management (RBM) concepts and tools and of programming policies and approaches demonstrated through experience coordinating strategic planning processes in a results-oriented and consultative manner including consolidated annual workplans budgets and joint implementation plans translating operational changes strategies and policies into programmatic deliverables and ensuring that implementation and results reporting remain aligned with an agreed Theory of Change Results Framework and indicators. Experience working on mixed-movement issues.
Desirable:
Prior programme management experience and experience working with government and international entities including proven experience managing or coordinating large-scale multi-million-dollar and multi-donor programmes UN Joint Programmes or pooled funding mechanisms.
Demonstrated experience supporting the implementation of joint or inter-agency programmes on migration and forced displacement including setting conditions for further project development in line with the humanitariandevelopmentpeace (triple nexus) approach strengthening the capacity of relevant national entities and supporting Government-led institutional reform and systems strengthening. Hands-on experience leading the development of coherent evidence-based multi-year planning monitoring and reporting processes including gap analysis to inform programmatic development and adjustment and demonstrated ability to promote adaptive programme management by identifying implementation bottlenecks and recommending corrective actions based on monitoring and evaluation findings. Proven ability to monitor analyse and report on migration and displacement trends and to ensure linkages with evaluation risk management and audit processes including oversight of programme risk management and maintenance of a programme risk register.
Proven experience managing complex processes and response activities in politically sensitive and security-volatile contexts with a high level of accountability for resources and results. Technical fluency in resources management and sound knowledge of UNHCRs global policies and financial rules. Sound experience in narrative and financial reporting including leading the preparation of consolidated donor reports funding proposals and programme updates across multiple agencies and in preparing briefing materials and evidence-based communication products documenting programme achievements lessons learned and institutional results for donors Government counterparts and senior management. Experience managing partnership agreements and project proposals including amendments implementation monitoring and reporting as well as contingency planning and emergency response and the decentralization and harmonization of the response country wide. Experience in donor liaison and donor relations (e.g. with the European Union Global Affairs Canada FCDO or similar) responding to ad hoc requests and providing timely updates mainstreaming planning and implementation with fundraising and donor reporting and supporting resource mobilization including the development of new joint funding opportunities and strategic partnerships.
Demonstrated experience in effective multi-stakeholder coordination in humanitarian or development contexts applying a consultative consensus-building approach to internal and external coordination for operational and strategic planning and results-reporting processes including facilitation of strategic and policy dialogue with Government counterparts and development partners on programme implementation. Experience with organisational change processes with UN programming and national development planning processes including familiarity with the UN Sustainable Development Cooperation Framework (UNSDCF) and in working with Egyptian government authorities. Experience in knowledge management documentation of good practices and lessons learned across participating agencies and in strategic communications and programme communications demonstrating programme results and institutional change. Familiarity with the development and application of Theories of Change and Results Frameworks.
