Job Description:

Job Profile Summary

The HSE DGM (Deputy General Manager) is a Shell employee seconded to Rashpetco Company and a member of the Rashpetco Leadership Management Team reporting to the Rashpetco General Manager and Managing Director (MD). The role provides strategic HSE leadership for the COMPANY ensuring regulatory compliance strong governance and sustained improvement in safety environmental and asset integrity across all activities.

Jointly with the HSE General Manager (national counterpart) provides advice and expert support to the Rashpetco MDs and to the Company Leadership team in driving improvements in HSE performance.

The job holder will have functional link with Shell Egypt Assets HSE Manager to support alignment in key areas with the Shell Safety Environment Asset Management Standards providing input into the risk analysis and management process for Shell Egypt N.V.

Job Description:

  • Accountable to the Rashpetco Managing Director for executing his HSE duties as defined in the HSE Management System Documentation in a professional and timely manner.
  • Accountable for delivery of the requirements under the relevant areas of Shell Safety Environment Asset Management Standards and associated mandatory standards applicable to Non-Operated Venture (NOV) operations.
  • Provides strategic advice & direction for managing HSE in Operations Drilling and Project activities and their associated contractors.
  • Develop and lead a journey of safety culture change from reactive to proactive through persistent observation intervention and constructive feedback.
  • Oversee the development and implementation of the company annual and 3-year HSE plans.
  • Influence the company to adopt key Shell HSE improvement tools initiatives and assurance processes.
  • Ensure that the company is compliant in the matter of process safety including safety cases and asset integrity in regular auditing supported by coaching to enhance understanding of the related risks hazards and mitigation measures.
  • Agree the company HSE KPIs and monitor performance.
  • Oversee the company Crisis Management and Incident Investigation systems and processes.
  • Actively participate in Senior Management Meetings monthly HSE committee meetings and technical committee meetings e.g. partners HSE meetings and EGAS monthly HSE meetings.
  • Oversee the monitoring of environmental performance across the company.
  • Manage HSE assurance activities to ensure that HSE issues are being adequately identified and managed. Monitor action plan progress and provide assurance to the Managing Director.

Knowledge Competencies and Skills

  • University level degree in engineering or another relevant field.
  • Minimum 20 years experience in Oil & Gas industry in Technical Safety/HSE.
  • Demonstrated professional competence in personal operational and process safety as well as environmental management in the context of GHG/energy management and effluent/waste.
  • Firsthand exposure to venture and joint venture management aware of business governance risk management performance improvement management financial/contracts and procurement governance controls.
  • Knowledge of HSSE industry codes and their application and interpretation in projects
  • Skill level for Technical Safety tools including HSE Cases Bowties HAZID HAZOP Layout Reviews and Optimization etc.
  • Hands-on experience of project work including design engineering contractor selection and management construction commissioning workplace safety and emergency response.
  • Good working knowledge of Environmental Management including 14001 systems EIAs air and water quality requirements waste management greenhouse gas reduction sustainable development and biodiversity.
  • Good working knowledge of Occupational Health Management including Health risk assessments health compliance monitoring COSHH/MSDS pandemic planning medical emergency response noise/health impact monitoring drinking water analyses food hygiene inspections and medical fitness examinations.
  • Hands-on experience of HSE auditing (Team Leader role) previous formal training desirable.
  • Excellent communication influencing stakeholders management and interpersonal skills to face changes and conflicts.
  • Able to persuade and influence range of partners and stakeholders.
  • Target-orientated and self-motivated able to work under minimum supervision
  • Able to produce concise well-structured reports and management system documents in English.
  • For offshore and remote location visits the job holder should be medically fit and able to undertake offshore survival training.

Organizational Structure (Internal/ External Interaction)

Lead a community of national staff between Cairo office and Idku site made up of diverse HSE functions and administrative staff to provide significant input for the development and implementation of cohesive short term and long term HSE strategies.

The job will involve frequent travel between Cairo and the Idku gas hub offshore facilities and offshore drill rigs Abu Qir base waste disposal sites and other project locations and sites/premises.

Internally: the job holder interfaces with colleagues within the HSE Department and Operations Drilling and Project personnel from General Managers down.

Meanwhile will also be required to establish good working relationships with colleagues at management levels within Shell Egypt. The job holder will be required to work closely with the Shell Egypt HSE function to ensure alignment between Rashpetco and Shell.

Externally: the job holder interfaces with Egyptian HSE regulators EGAS personnel and representatives from other oil and gas companies within and external to job holder will be an advocate to stakeholders of Shells approach to HSE risk management; will interface with contracting partners and other external stakeholders.
