Capital Elite Developments is hiring an HR Department Manager to lead and develop the Human Resources function across recruitment HR operations payroll organizational development performance training and field HR follow-up.

The role is responsible for building a structured HR function that supports business expansion improves operational control reduces HR-related risks and provides accurate reports to top management. The uploaded JD confirms that the role reports to Top Management/CEO and manages Talent Acquisition HR Operations & Payroll OD/Performance/Training and Group HR Business Partner functions.

Key Responsibilities
  • Lead the implementation of the HR development strategy and action plan.
  • Manage recruitment priorities hiring plans and critical vacancy closure.
  • Oversee HR operations payroll attendance commissions personnel and employee records.
  • Supervise organizational structure job descriptions KPIs performance and training activities.
  • Follow up on employee issues across branches and project sites and ensure proper escalation.
  • Coordinate with top management finance line managers operations and technical departments.
  • Monitor HR KPIs and prepare periodic HR reports covering progress risks and required decisions.
  • Support HR systems attendance systems recruitment tools and HR data accuracy.

Requirements
  • Bachelors degree in Business Administration Human Resources or a related field.
  • 7-10 years of HR experience.
  • Previous experience in HR management recruitment HR operations payroll and organizational development.
  • Strong knowledge of Egyptian labor law social insurance personnel and payroll practices.
  • Experience in organization structures job descriptions KPIs and HR reporting.
  • Good knowledge of HR systems attendance systems ATS and recruitment tools.
  • Very good to excellent English.
  • Strong reporting and business writing skills.
  • HR diploma is MUST.
  • Experience managing multi-functional HR teams.
  • Experience dealing with branches sites and operational teams.
  • Ability to manage multiple HR priorities under pressure.
  • Previous experience in real estate construction contracting or multi-branch businesses is preferred.
