Child Safeguarding:

Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

ROLE PURPOSE: The health officer will be key in efficiently and urgently responding to all medical cases ensuring that appropriate actions are taken as agreed with SCI police and stander and recording all required information. They will also be crucial in coordinating implementing and reporting under the health program with Save the Children International (SCI) working closely with healthcare providers the project team and other stakeholders. The health officer will be responsible for delivering timely results and coordinating with governmental health provider with supervision and facilities the cash payment cycle process

SCOPE OF ROLE:

Reports to: Senior Health Officer

Staff directly reporting to this post: 4-6 health care coordinators. Medical Volunteers

KEY AREAS OF ACCOUNTABILITY:

Project Implementation

Directly supervise and support the Medical Case Management team in the delivery of highquality case management services.

Participate in the medical assessment of cases and support provider selection in accordance with SCI Health SOPs and referral guidelines.

Ensure that medical cases are referred to the most appropriate healthcare facilities based on medical needs geographical location and service availability. Public healthcare facilities should be prioritized whenever feasible. Where required services are unavailable within nearby public facilities referrals should be made to the most appropriate provider within the SCI healthcare network.

Oversee the medical and financial follow-up of admitted and hospitalized cases.

Ensure compliance with SCI policies procedures and referral management guidelines.

Ensure that all referrals are processed within agreed timelines and that all actions taken are accurately documented and maintained in case records.

Participate in healthcare facility visits assessments and monitoring activities as required.

Represent the health team in meetings with stakeholders healthcare providers and relevant partners when required.

Support the identification reporting and investigation of medical incidents deviations and operational challenges.

Reporting and documentation

Ensure comprehensive accurate and timely data entry and record management for all medical cases.

Review and verify that actions taken by Health Coordinators are properly documented and that case follow-up activities are completed and recorded.

Prepare timely reports on medical case outcomes including clinical status length of stay prognosis costs incurred and justification of medical interventions for submission to the line manager and Health Information System (HIS) focal point.

Provide regular reports on medical services delivered through the Medical Case Management team in accordance with agreed reporting schedules.

Submit timely reports on project indicators to the line manager and MEAL team in line with project requirements.

Contribute to incident and deviation reporting as assigned by the line manager

Budgeting

Support budget planning forecasting monitoring and utilization in line with project objectives and donor requirements.

Participate in cost-benefit assessments for hospitalized and referred cases taking into consideration medical necessity expected health outcomes and SCI referral guidelines. Monitor and track cash payment expenditures and ensure that all supporting documentation and settlement requirements are completed in accordance with SCI financial procedures.

QUALIFICATIONS AND EXPERIENCE

Bachelors degree in medicine (MBBS/MBBCh) is required.

Minimum of 35 years of progressively responsible experience in healthcare project implementation medical case management clinical services or humanitarian health programming with a reputable NGO INGO or healthcare organization.

Postgraduate qualifications in Emergency Medicine Public Health Family Medicine Internal Medicine or a related field is preferred.

Postgraduate studies in Health Management Healthcare Administration or Project

Management are an asset.

Experience working with refugees asylum seekers medical evacuees or other vulnerable populations is highly desirable.

Strong stakeholder engagement government liaison and networking skills.

Excellent interpersonal communication negotiation and influencing skills.

Strong analytical and problem-solving abilities with a results-oriented approach.

Proficiency in Microsoft Office applications and health information management systems.

Strong report-writing and documentation skills in English.

Knowledge of Child Safeguarding Protection Principles and Accountability Frameworks is an advantage.
