Adolescents and Youth Development Officer

CHILD SAFEGUARDING: (select only one)

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:
The Project Officer will contribute to the implementation of a youth-focused intervention targeting Palestinian adolescents and youth aged 1521. The intervention responds to the compounded challenges faced by adolescents including limited access to quality education psychosocial distress and restricted livelihood opportunities all while being underserved within the current humanitarian response.

Up to 200 adolescents and youth (female and male) will benefit from structured programmes focused on empowerment campaigning and expressive arts. The intervention aims to mitigate protection risks such as harmful coping mechanisms unsafe work and unsafe migration by creating safe structured opportunities that enable adolescents to build skills express themselves and actively contribute to their communities.

The Project Officer will be responsible for supporting the design and implementation of integrated youth development programmes that position adolescents as active agents of change while strengthening their resilience skills and sense of belonging.

The project officer will be responsible of 6 team members who will be together developing the outreach call and selection criteria to identify suitable youth interested and eligible for the program. Then provide them with

1) Capacity building on life skills package aligned with Life Skills For Success Common approach ( 200 A&Y) after that the officer will lead his/her team to offer the A&Y two different tracks

A) Advocacy and Campaigning Programme:
This track aims to equip adolescents with leadership advocacy and problem-solving skills through hands-on youth-led campaigns addressing community issues. The programme supports participants to transition from beneficiaries to active agents of change by strengthening their confidence identity and civic engagement.

The programme includes but is not limited to:

• Training on designing and leading advocacy campaigns
• Implementation of youth-led initiatives (online and offline)
• Mentorship from experienced youth campaigners
• Facilitation of community dialogues and stakeholder engagement forums
• Referral pathways to MHPSS services for adolescents experiencing distress

This track will be managed in a close coordination with SCI-Egypt CO Advocacy and Campaigning manager.

B) Expressive Arts Programme:
This track provides adolescents with opportunities to explore creative expression as a tool for awareness-raising and social change. Participants select from creative modalities such as singing movement visual arts photography and/or expressive theatre to address topics relevant to their communities.

The programme includes engagement with specialized facilitators to guide the creative process resulting in youth-led outputs such as performances exhibitions or other artistic products that amplify youth voices and perspectives.
This track will be recruiting a consultant to deliver capacity building and assess eligibility for each track and the SCI community facilitators will be mentoring up to 25 A&Y per facilitator during this journey.

Overall the intervention seeks to foster collaboration among adolescents community members and stakeholders contributing to strengthened community resilience and the development of a network of young advocates capable of driving positive and lasting change.

SCOPE OF ROLE:

Field Travel: The project officer will be based in Cairo

KEY AREAS OF ACCOUNTABILITY

1. Operations Planning and Implementation

Lead the planning implementation and monitoring of the youth development component ensuring timely and quality delivery of all programme activities targeting Palestinian adolescents and youth (1521 years).

Oversee the full programme cycle including outreach selection and onboarding of up to 200 adolescents and youth ensuring transparent and inclusive selection criteria are applied.

Manage and supervise a team of 6 staff members ensuring clear roles coordination and effective delivery across programme components.

Ensure that all programme activities including Life Skills capacity building Advocacy and Campaigning and Expressive Arts tracks are implemented in alignment with project objectives and Save the Children policies including safeguarding code of conduct gender equality inclusion and health and safety standards.

Lead the rollout of the Life Skills for Success (LS4S) common approach training package ensuring quality delivery and meaningful engagement of participants.

Oversee the implementation of the two programme tracks:

o Advocacy and Campaigning Programme in close coordination with SCI Egypts Advocacy and Campaigning Manager and the youth and rampaging facilitator.

o Expressive Arts Programme including the management of external consultants and supervision of community facilitators mentoring youth participants led by the project coordinator.

Support the Project Manager/project senior officer and Finance team in monitoring budgets related to the youth component ensuring efficient utilization of resources.

Develop and regularly update detailed workplans activity trackers and budget monitoring tools for the youth empowerment component.

Coordinate with the MEAL team to support baseline/endline assessments monitoring activities and documentation of programme results.

Produce high-quality reports (monthly quarterly and annual) case studies and success stories ensuring timely submission to internal and external stakeholders.

Build and maintain strong working relationships with relevant stakeholders to support effective programme delivery and sustainability.

2. Capacity Building and Technical Support

Lead the development of Terms of Reference (TORs) for consultants (particularly for the Expressive Arts track) and manage the selection and onboarding process.

Adapt and contextualize technical training materials including Life Skills campaigning and creative expression methodologies in coordination with Save the Children technical teams and external experts.

Oversee and support the delivery of TOT for the recruited staff to deliver the life skills training to adolescents and youth

Oversee and support the delivery of capacity-building activities for adolescents and youth ensuring participatory inclusive and age-appropriate approaches.

Provide technical guidance and coaching to facilitators and service providers to ensure quality implementation of youth-led programming.

Ensure effective mentorship structures are in place including supervision of community facilitators supporting youth throughout their participation journey.

Strengthen linkages with service providers including MHPSS services ensuring appropriate referral pathways for adolescents experiencing distress.

Promote peer-to-peer learning collaboration and youth-led engagement across programme activities.

Work closely with the MEAL team to ensure monitoring tools capture progress learning outcomes and programme impact and that findings inform adaptive programming.

3. Programme Quality and Youth Engagement

Ensure that all programme components are youth-centered empowering adolescents as active agents of change rather than passive beneficiaries.

Promote safe inclusive and meaningful participation of both girls and boys with attention to gender equality and social inclusion.

Ensure that youth voices are integrated into programme design implementation and learning processes.

Contribute to strengthening community resilience by fostering collaboration between youth community members and stakeholders.

4. Emergency Response

In the event of a humanitarian emergency be prepared to adapt working hours and responsibilities to support emergency response efforts as required by Save the Children.

QUALIFICATIONS

University Degree in the field of development social sciences business administration commerce economics and/or social work.

EXPERIENCE AND SKILLS

3-5 years of demonstrated practical experience in development with a minimum of 3 years of proven experience in youth development projects. Working for similar projects in INGOs is an asset.

Experience in large scale projects that include skills development and empowerment specially for youth and people with disabilities is preferred

Experience in developing /adapting and delivering capacity building interventions (training and coaching).

Proven experience in budget tracking and monitoring NGO partner spending.

Experience in conducting participatory assessments and youth empowerment studies.

Active network with local/community services providers.

Familiar with gender and national youth empowerment programming.

Demonstrated ability to keep active networking with relevant local stakeholders including government /non-government entities and private sector actors.

Familiar with community mobilization mechanisms. Working with your refugees is preferred.

High level of communication skills.

Very good command of written and spoken English and Arabic.
