The Position
Job Summary
The Head of Site Engineering & Technical Support is responsible for the strategic planning operation and maintenance of the sites Hard Services and technical infrastructure. This includes Plant Engineering (Utilities: HVAC Water Gas Electricity) Facility Maintenance and Technical Support. The role ensures the continuous safe and reliable supply of critical utilities to manufacturing operations strictly adhering to GMP and SHE standards acting as the technical authority for the sites physical assets and infrastructure lifecycle management.
Main Tasks & Responsibilities
- Utility Operation & Maintenance: Manage the E2E lifecycle of site utilities (Purified Water WFI HVAC Compressed Air Electrical Power) ensuring >99% uptime for critical systems.
- Facility Management & Infrastructure: Oversee the maintenance of all plant buildings and technical infrastructure to ensure long-term safety compliance and asset longevity.
- Technical Authority & Lifecycle Management: Act as the final technical sign-off for engineering changes and asset lifecycle plans; lead the long-term CAPEX roadmap for infrastructure upgrades.
- Financial Accountability: Manage the annual operating budget (OPEX) for Utilities and Maintenance and oversee significant CAPEX budgets for site infrastructure.
- SHE & Compliance: Ensure all technical services comply with Global GMP local legal regulations (Pressure Vessels High Voltage etc.) and Roche SHE standards.
- Leadership & People Management: Foster a culture of Safety and Reliability; lead the technical response team during site emergencies and ensure technical competency training for the team.
- Innovation & Sustainability: Lead the digitalization of maintenance (e-Maintenance IoT monitoring) and champion sustainable energy projects to reduce the sites carbon footprint.
- Stakeholder Management: Collaborate with internal Manufacturing QA and SHE heads while managing relationships with external utility authorities OEM suppliers and contractors.
Qualification & Experience
Education
Mechanical Electrical Automation or HVAC Engineering
Bachelors Degree
Preferred: Masters Degree
Qualification
Compliant with China Medical Device GMP & IVD regulations
Article 8 / IVD 2.1.1
Preferred: Professional Engineer License
Experience
8 years in Engineering; 5 years in Plant Engineering or Facility Management
Pharma/Med-Device
Preferred: Multi-national Company exp
Professional Comp
Deep knowledge of Utility systems; Strong root cause analysis (RCA) skills
Fluent English & Mandarin
Preferred: Digitalization/IoT exp
Leadership Competencies
Leadership competencies at proficient level in line with corporate framework.
