Lumentum is seeking a dynamic China Customs Manager to help drive the companys Global Trade Compliance strategy throughout China. This position is within the Lumentum legal team and will report directly to the Director of Aisa Trade.

This role will work operationally from customs operation and compliance for Shenzhen and Dongguan sites. This role will also support operational implementation of Global Trade Compliance program on the above sites. The ideal candidate will possess a strong background in customs and trade policies laws and requirements along with practical and strategical experience.

This role will work as a leader for a productive and lean Trade team for Shenzhen and Dongguan sites.

Core Responsibilities

Operational Leadership for two China sites:

  • Lead end-of-the-end trade operations for above two sites including import/export processes. Partner with supply chain logistics providers and customs brokers to ensure timely efficient and compliant movement of goods.
  • Lead local Trade teams in resolving shipment delays customs clearance challenges and regulatory issues. Monitor customs operations performance metrics maintain reporting discipline and implement continuous improvement initiatives.

Customs Compliance & Risk Management for two China sites

  • Closely supervise key customs compliance areas such HS Code classification Country of Origin Customs Valuation and import/export license to ensure crucial compliance as well as identify and mitigate key compliance risks.
  • Interface with Customs and other government authorities to manage customs operation and compliance risks as well as audits and inquiries.

Guidance on key import activities

  • Provide day-to-day customs and compliance guidance to business function stakeholders into daily trade operations.

Customs Compliance Program Implementation and Enhancement Audits & Training:

  • Support continuous implementation and improvement of the global import compliance program.
  • Conduct internal audits risk assessments and gap analyses. Develop and implement corrective action plans. Develop and deliver training on customs compliance.

Duty Optimization & Special Trade Programs:

  • Identify and implement duty savings opportunities including bonded manufacturing and temporary import/export. Evaluate cost-saving strategies while ensuring full regulatory compliance.
  • Continuously assess the possibility for AEO upgrading and establish corresponding risks control and compliance enhancement measures.

Qualifications

  • Bachelor or above degree in law international business supply chain or related.
  • 10 years of China customs operation and compliance work experience
  • Experience for HK and APAC region customs operation&compliance will be a plus.
  • Fluency in English and Mandarin
  • Solid work experience in prestigious law firms and consulting firms will be a plus.
  • Proven proficiency across all activities mentioned in the Core Responsibilities section.
  • Strong proficiency in customs clearance efficiency enhancement
  • Strong analytical and risk mitigation skills and mindfulness in complex regulatory scenarios.
  • Effective communicator with the ability to advise and collaborate across cross-functional teams.
  • Strong leadership for a lean and productive team.
  • Able to work independently in a fast-paced global environment and manage multiple priorities.
  • Experience with Global Trade Management or ERP-based compliance tools.
