Your Role:


This role reporting to the Sr. Director of Procurement focuses on procedural writing document standardization and clear operational communication taking existing documents and creating new documents to complete a suit of Procurement Procedures Processes Guidelines Templates & Directives to populate our Procurement Playbook. Working closely with procurement leadership and Subject Matter Experts (SMEs) the ideal candidate excels at translating complex operational and compliance requirements into clear user-friendly plain-language documentation that ensures fairness transparency and accountability across our organization.


Key Responsibilities:


  • Procedure Process & Directive Drafting: Draft structure adapt and refine internal procurement policies guides standard operating procedures (SOPs) and governance directives for seamless operational implementation.
  • Procedural Guidelines: Establish step-by-step guidance for key internal processes including:
  • Committee evaluation procedures and scoring protocols.
  • Best practices for establishing and applying mandatory vs. rated requirements.
  • Conflict-of-interest and fairness management guidelines.
  • Supplier Guidance: Create clear accessible instructions and templates for vendors participating in Request for Proposals (RFPs) and other competitive bids.
  • Governance & Compliance Alignment: Ensure all documentation adheres to corporate governance standards public sector compliance frameworks and industry best practices.
  • Advisory & Recommendations: Present recommendations and proposals to management.
  • Bilingual Standardization: Coordinate with the translation department to ensure accurate standardized publication of policy documents directives and templates in both official languages (English / French).

Key Deliverables:


  • RFx & Procurement Template Suite: Review standardize and update all supplier-facing and internal sourcing templates (RFP RFQ RFI RFSA RFSO etc.) ensuring consistent structure & instructions and clear submission protocols.
  • Evaluation Committee Guide: Clear instructions and guidelines to aid evaluators with some of the complexities related to scorecarding supplier response as well to ensure scoring consistency neutrality.
  • Mandatory Requirements Guidelines: Documented best practices and template guidelines on how stakeholders should define test and enforce qualification Pass/Fail criteria without unnecessarily restricting competition.
  • RFP Supplier Instruction Set: Standardized supplier-friendly instruction packages and response templates that guide suppliers on how to complete and submit compliant proposals effectively.
  • Other Procedure & Process documentation as required

Qualifications & Competencies:


Core Skills:

  • 3 years proven experience in Process & procedure drafting corporate governance organizational writing or technical writing.
  • Strong ability to digest complex operational topics and turn them into intuitive structured documentation.
  • Deep understanding of organizational controls compliance principles and policy implementation.
  • Familiarity with AI tools and skills in prompting in order to create documents review align standardize etc. Ability to validate AI outputs for quality assurance.
  • Key Strengths: Strong interpersonal skills a solution-oriented mindset and proficiency with data/office tools (Oracle Google Workspace (including Gemini) MS tools) and the ability to use AI effectively.

Language & Communication:

  • Fully bilingual (French and English spoken and written).
  • Exceptional plain-language writing ability with a focus on precision and clarity.

Assets (Nice-to-Have):

  • Procurement experience in drafting Statements of Work Contract finalization & running RFP process
  • Experience collaborating with cross-functional subject matter experts including Legal Information Security Privacy Risk Management Sustainability and other core business functions
