Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. The Senior Manager Workplace Investigation and Restoration Programs provides strategic leadership for the organizations workplace investigations conflict resolution and workplace restoration programs advancing a respectful inclusive and psychologically safe workplace. The role is responsible for driving enterprise-wide program transformation through the implementation of leading practices governance enhancements audit recommendations process modernization and data-driven insights that strengthen organizational trust mitigate risk and enhance the employee experience.

Reporting to the Director Employee & Labour Relations the Senior Manager serves as a trusted advisor to senior leaders and business partners providing strategic guidance on complex workplace matters and developing sustainable solutions that build organizational capability and improve business outcomes. Success in this role requires demonstrated experience leading complex program transformation and change coupled with expertise in workplace investigations harassment and discrimination prevention workplace restoration alternative dispute resolution performance management policy development and governance. The ideal candidate is a strategic collaborative and influential leader with exceptional judgment and a proven ability to drive meaningful organizational change.

What will I be doing
  • Lead the strategic direction and continuous evolution of the organizations Workplace Investigations and Workplace Restoration programs ensuring alignment with organizational priorities legislative requirements and leading practices.
  • Drive program transformation and operationalexcellence by implementing audit recommendations benchmarking and continuous improvement initiatives that strengthen governance service delivery risk management and employee experience.
  • Provide strategic leadership and oversight for complex sensitive and high-impact workplace mattersensuring consistent fair timely and risk-informed resolution while promoting restorative and sustainable outcomes.
  • Partner across the enterprisewith business leaders Human Resources Centres of Excellence Legal Compliance and other stakeholders to provide strategic advice mitigate organizational risk and deliver integrated people solutions.
  • Lead develop and inspire a high-performing teamfostering a culture of collaboration accountability continuous learning and excellence while building organizational capability across the portfolio.
  • Champion a culture of respect and accountabilityby promoting awareness of policies programs and organizational expectations and by supporting leaders in creating safe inclusive and respectful workplaces.
  • Leverage data analytics and organizational insightsto evaluate program effectiveness identify emerging trends inform strategic decision-making and drive measurable improvements across the portfolio.
  • Develop and maintain enterprise governance frameworks policies standards and proceduresthat ensure legislative compliance mitigate organizational risk and support consistent decision-making across the organization.
  • Lead organizational change and the implementation of new programs processes technologies and ways of workingensuring successful adoption through effective stakeholder engagement communication and change management.
  • Provide enterprise subject matter expertiseon business workplace investigations conflict resolution workplace restoration performance management and related people practices while monitoring emerging legislation trends and leading practices to continuously strengthen organizational capability.
What Skills and Qualifications Do I Need
  • A university degree in Human Resources Business Law Organizational Development Conflict Resolution or a related field or an equivalent combination of education and relevant experience.
  • Significant progressive leadership experience (typically 10 years) leading workplace investigations employee and labour relations ethics workplace restoration conflict resolution or related people programs within complex organizations.
  • Demonstrated success leading enterprise-wide program transformation organizational change and continuous improvement initiatives including implementing leading practices modernizing programs and driving sustainable organizational outcomes.
  • Deep knowledge of workplace investigations harassment and discrimination prevention workplace restoration alternative dispute resolution performance management and employment and human rights legislation.
  • Expertise in conflict management and restorative practices including mediation facilitation coaching and other collaborative approaches to resolving complex workplace issues.
  • Strong systems thinking and strategic problem-solving skills with the ability to navigate complexity identify interdependencies and develop practical people-centered solutions.
  • Exceptional communication and relationship-building skills including the ability to influence build trust and communicate complex issues clearly through executive briefings reports and presentations.
  • Strong analytical digital and data literacy skills with experience using metrics and insights to inform strategy evaluate program effectiveness and support evidence-based decision-making.
  • Proven ability to lead cross-functional teams and partner effectively with senior leaders Human Resources Legal unions and business stakeholders to achieve shared outcomes.
  • Demonstrated experience leading complex projects and organizational initiatives from strategy through implementation delivering measurable business and people results.
  • A collaborative and inclusive leadership style with a demonstrated commitment to developing high-performing teams fostering psychological safety and creating an environment where people can do their best work.
  • Professional designation such as CHRL (Certified Human Resources Leader) CHRP (Certified Human Resources Professional) or certification in mediation alternative dispute resolution (ADR) workplace investigations or a related discipline is considered an asset.
  • Proficiency with Microsoft 365 applications SharePoint and HR information systems (e.g. Oracle HCM or comparable platforms).
