Senior GIS Developer

The Senior Software Developer will support and enhance the Child Care Inspection System (CCIS) built on the GeoHub platform. The role focuses on designing and developing GIS-based applications spatial data solutions and web mapping services to support childcare program analysis policy decisions and funding insights.

Project Background

The role supports and enhances the Child Care Inspection System (CCIS) application hosted on the GeoHub platform a geospatial data discovery system for childcare-related programs.

The initiative focuses on:

• Consolidating geospatial data
• Performing spatial analysis
• Developing map visualizations
• Supporting policy and funding decisions through geospatial insights

Key Responsibilities

• Provide technical leadership in designing developing and maintaining GIS-based applications
• Analyze business requirements and propose solution options aligned with program needs
• Conduct Joint Application Development (JAD) sessions feasibility studies and cost-benefit analysis
• Develop prototypes and technical design specifications
• Build and maintain geoprocessing workflows and GIS web services
• Develop server-side geoprocessing and automation scripts
• Identify and implement continuous improvement initiatives
• Stay updated with GIS trends and industry best practices
• Provide technical mentorship and knowledge transfer to team members

Must-Haves

• 10 years of strong experience in GIS theory spatial analysis cartography and geoprocessing
• Expertise in Esri ArcGIS ecosystem:
  • ArcGIS Pro
  • ArcGIS Server Portal ArcGIS Online
  • ArcGIS Enterprise Dashboard Experience Builder
  • ArcPy Arcade ESRI JavaScript API
• Experience with web GIS services (REST SOAP WMS WFS JSON XML AJAX)
• Front-end development experience framework JavaScript HTML CSS (responsive design)
• Experience with spatial databases (Oracle SQL Server Azure SQL)
• Knowledge of database scripting (PL/SQL stored procedures triggers)
• Experience in data integration and spatial data management
• Experience developing GIS maps/applications with WCAG AA accessibility compliance
• Understanding of 3-tier architecture and system design
• Experience with spatial data analysis and dataset management

Nice-to-Haves

• Experience in Ontario Public Service (OPS) or other public sector environments
• Exposure to Azure cloud services in GIS or data solutions
• Experience working in large-scale enterprise GIS environments
• Prior involvement in policy-driven or government geospatial projects
