Overview
We are seeking an experienced Cost Engineer III to join our Project Services team supporting Brownfield projects and a significant portfolio with annual project spend exceeding $1 billion. This role is based primarily in Edmonton as we grow our team there with consideration for candidates in Sarnia. The successful candidate will bring deep downstream Oil & Gas expertise serve as a technical anchor for the team and mentor junior and rotating staff. You will work within a globally distributed team collaborating with colleagues across North America and India.

Responsibilities

• Provide cost engineering support across active Brownfield capital projects including cost estimating forecasting variance analysis and reporting.
• Develop and maintain project cost baselines control budgets and earned value metrics throughout the project lifecycle.
• Prepare detailed cost estimates at various project phases (conceptual through detailed design) using industry-standard methodologies.
• Monitor and report on project cost performance; identify trends and escalate issues proactively to the Project Services Supervisor.
• Collaborate with project managers planners/schedulers and procurement teams to ensure integrated project controls.
• Support benchmarking and continuous improvement of cost engineering tools templates and processes.
• Mentor junior cost engineers and newly onboarded team members; serve as a knowledge resource for rotating employees.
• Liaise effectively with global stakeholders including teams based in India and other international offices.
• Apply knowledge of refinery operations and downstream processing in cost assessments not limited to civil engineering scope.
• Ensure compliance with applicable technical certification standards and project controls frameworks as listed in the job requirements.

Qualifications
Required:

• Minimum 15 years of cost engineering experience on major capital projects.
• Experience on the Owner side of project delivery (not solely contractor/EPC side).
• Oil & Gas industry experience is mandatory.
• Upstream O&G experience is highly preferred (refining petrochemicals upgrading).
• Demonstrated knowledge of how refineries operate process/operations awareness beyond civil/structural scope.
• Proficiency in Primavera (P6) and cost management tools.
• Relevant technical certifications as listed in the standard project controls job description (AACE etc.).
• Strong mentoring and knowledge-transfer skills; ability to develop less experienced team members.
• Effective communication and collaboration skills in a global multicultural environment.
• Must work on-site Monday-Friday

Preferred / Assets:

• Upstream O&G experience (drilling production midstream downstream) considered if upstream not available.
• Exposure to helium or other specialty upstream commodities is an asset.
• ExxonMobil project experience is an asset but not required.
