Position Overview
Our client the Health Services Cluster is seeking two experienced Senior Business Analysts to provide comprehensive I&IT business analysis services supporting complex business transformation and systems development initiatives.
The successful candidate will work closely with business stakeholders subject matter experts technical teams and project leadership to gather analyze document and validate business requirements. This role requires strong experience in business process transformation business rule automation workflow management Agile delivery healthcare or clinical environments and stakeholder engagement.
Key Responsibilities
  • Lead and conduct business analysis to assess client business problems opportunities and requirements.
  • Gather document analyze validate and manage business and technical requirements.
  • Develop comprehensive business requirements documentation to support the design and implementation of appropriate technology solutions.
  • Conduct business analysis at varying levels of detail appropriate to project phases and complexity.
  • Align business analysis activities with Enterprise Architecture project gating processes and standard systems development methodologies.
  • Apply business process transformation and re-engineering concepts to identify efficient and cost-effective service delivery approaches.
  • Develop strategies business cases feasibility studies and cost-benefit analyses for business and I&IT initiatives.
  • Develop and facilitate requirements gathering sessions including stakeholder interviews workshops JAD sessions and use of mockups.
  • Develop business models use case models conceptual and logical data models process models and data flow models.
  • Define business rules functional and non-functional requirements and workflow requirements.
  • Document requirements supporting business rule automation and workflow management solutions.
  • Support systems development initiatives involving rules engines or business process automation platforms.
  • Conduct policy and business analysis within existing frameworks and IT solutions to minimize project time and cost implications.
  • Develop project approval documents policy approval documents regulation change materials briefing notes presentations and supporting project documentation.
  • Develop and maintain requirements traceability matrices and performance measures.
  • Provide input into QA system testing and User Acceptance Testing (UAT) strategies plans scenarios and test cases.
  • Monitor project progress identify and resolve issues and provide regular status updates to business and I&IT management.
  • Support stakeholder engagement activities and facilitate communication between business and technical stakeholders.
  • Develop and/or support the development of training and communication materials for large system implementations.
  • Lead and support small and large teams working groups committees and stakeholder forums.
  • Promote business analysis best practices standards policies and processes across the organization.

Technical Skills
  • Demonstrated experience in business analysis supporting systems development using a rules engine or business process automation platform.
  • Experience developing business models use case models conceptual and logical data models process and data flow models use case surveys test cases business rules definitions and non-functional requirements.
  • Demonstrated experience working on projects using Agile development methodologies.
Business Analysis Skills
  • Demonstrated experience leading and conducting business analysis to assess client business problems and opportunities and documenting business requirements.
  • Experience conducting policy and business analysis within existing frameworks and IT solutions to minimize project time and cost implications.

Healthcare Experience
  • Demonstrated experience working within a healthcare clinical or health services environment.

  • Demonstrated understanding of privacy and security requirements related to software development in healthcare or clinical environments.
  • Experience in claim adjudication and/or pharmaceutical environments is highly desirable.

  • Knowledge and understanding of the Accessibility for Ontarians with Disabilities Act (AODA) and related regulations and standards.
  • Awareness of emerging I&IT trends and technologies.
Candidate Profile
The ideal candidate is a senior-level Business Analyst with strong experience in business process automation rules engines workflow management Agile delivery business transformation requirements engineering and healthcare-related technology initiatives. The candidate must be comfortable working onsite and engaging directly with senior stakeholders subject matter experts business teams and technical teams.

Required Skills:

Qualifications Registered Occupational Therapist in good standing with the College of Occupational Therapists of Ontario (COTO). Minimum 1 year of experience conducting client assessments. Minimum 1 year of experience performing home and environmental assessments. Experience assessing mobility equipment patient lifts/hoists and safe patient transfers. Strong assessment clinical reasoning and documentation skills. Excellent communication and interpersonal skills. Valid Ontario drivers licence and reliable transportation preferred. Professional liability insurance (or ability to obtain coverage if required). Compensation Project-based / per-assessment compensation. Expected range: Approximately $120$200 per assessment depending on assignment complexity travel requirements and reporting expectations.
