Job Summary

Core Purpose of Position

The Sanitation Manager provides strategic leadership operational oversight and ensures regulatory compliance for the City of Prince Alberts Sanitation Division. This role is responsible for the planning delivery and continuous improvement of municipal solid waste services including landfill operations and solid waste collection programs.

The Sanitation Manager ensures all services are delivered efficiently safely and in compliance with Saskatchewan Ministry of Environment regulations applicable legislation and municipal bylaws. The position also leads long-term landfill planning and development promotes waste diversion initiatives and aligns service delivery with the Citys environmental operational and customer service objectives.

Major Duties and Responsibilities

Leadership & Operations Management

  • Provide strong proactive leadership to the Sanitation Division including supervision scheduling performance management and staff development.
  • Plan direct and oversee daily operations of solid waste collection and municipal landfill activities to ensure service levels are achieved with consideration for long term goals.
  • Establish Sanitation Division goals to ensure long term sustainable operations in alignment with departmental and corporate goals.

Landfill Operations & Environmental Sustainability

  • Oversee all aspects of landfill operations including cell fill planning site management and long term planning to optimize the utilization of the landfill airspace in a sustainable manner.
  • Develop and implement the Landfill Operations Plan environmental monitoring programs and related technical guidance documents in consultation with contracted technical experts.
  • Ensure accurate and timely regulatory reporting and compliance with Saskatchewan Ministry of Environment requirements and other governing bodies.
  • Position the Sanitation Division to ensure long term requirements for landfill cell development and regulatory compliance are incorporated into operational and financial plans on a proactive basis.
  • Identify new regulatory developments and assess the potential implications on future operations.

Program Development & Service Optimization

  • Develop and implement strategies to improve waste diversion recycling participation and overall program effectiveness.
  • Analyze and optimize collection routes and service delivery models to ensure cost effective and consistent levels of service.
  • Identify opportunities for innovative sustainable and cost-effective service optimization.

Budgeting & Financial Management

  • Prepare and manage the multi-year operating and capital budgets for the Sanitation Division.
  • Monitor expenditures forecast financial requirements and ensure effective use of resources.
  • Make rate recommendations to Council to ensure the long term financial sustainability of Sanitation operations.

Stakeholder Relations & Public Engagement

  • Investigate and respond to inquiries and concerns from City Council senior administration and the public in a timely and efficient manner while ensuring alignment with long term goals.
  • Deliver presentations and reports to Council committees stakeholders and the public.
  • Act as the Citys liaison with the North Central Saskatchewan Waste Management Corporation (NCSWMC) and other external partners.

Policy Contracts & Governance

  • Initiate procurement and administration of contracts related to sanitation services and landfill operations.
  • Review develop and recommend updates to municipal Bylaws policies and procedures related to solid waste management.
  • Develop update and implement standard operating procedures processes and controls to ensure the safety of team members and the public.

Project & Program Management

  • Lead the planning and execution of short and long term projects and initiatives related to sanitation services and landfill development.
  • Coordinate cross-departmental efforts and ensure projects are completed on time and within budget.

Qualifications (Education Training Experience)

  • Minimum 2-year post-secondary diploma in an applicable civil or environmental engineering field (or equivalent education).
  • At least 3 years of supervisory/management experience.
  • 5 years of progressive solid waste civil construction or engineering experience.

Key Knowledge Technical Skills and Abilities

  • Thorough knowledge of federal and provincial regulatory acts related to waste management including the Saskatchewan Environmental Code and the Saskatchewan Municipal Refuse Management Regulations.
  • Strong understanding of landfill design operations environmental monitoring and industry best practices.
  • Knowledge of municipal bylaws policies and procedures.
  • Familiarity with Occupational Health & Safety standards and regulations.
  • Strong analytical organizational and problem-solving skills.
  • Proficiency in standard business software including word processing spreadsheets and presentations.
