The Opportunity
Our Canadian Regulatory Compliance Canada Gas team is currently looking to add a Regulatory Compliance Specialist based in Calgary AB.
Reporting to the Manager Canadian Regulatory Compliance this hybrid role provides regulatory advice and field compliance leadership to support safe compliant operations across Canada Gas. You will lead and support regulatory inspections audits and incident response activities driven by external regulators while also advising business units on regulatory requirements company standards and internal programs and processes. The role requires the ability to build relationships across the business enhance credibility and trust and influence and manage at multiple levels of the organization. You will also educate and support the region on regulatory trends emerging issues and best practices.
The successful candidate will regularly communicate with regulatory authorities and agencies regarding incidents compliance verification activities emergencies and current/proposed regulations legislation and guidelines. This role will support the development and management of Canadian compliance programs and tools undertake corporate and regional initiatives on behalf of Canadian Regulatory Compliance and partner with field and functional stakeholders to identify implement and sustain effective compliance practices.
What youll do
Lead and manage internal regulatory issues to resolution in collaboration with TC Energy stakeholders
Provide regulatory advice and guidance on applicable regulations standards best practices and company policies procedures and practices
Manage and coordinate external regulatory inspections and audits (e.g. CER BCER AER TSB and other provincial/federal agencies as required) including logistics field support evidence collection and timely close-out
Facilitate and lead regulator-driven compliance verification activities including implementation assessments emergency management exercises and audits
Provide verbal and written notifications to regulatory authorities when reportable incidents have occurred and manage related follow-up and communications
Respond to and manage reportable incidents/accidents including coordinating field deployment activities and supporting incident command and regulatory engagement as required
Work with subject matter experts to guide investigations prepare associated written reports and develop responses to and resolve compliance enforcement tools and information requests
Support TC Energys internal programs and processes including management systems and collaborate with peers to identify establish and sustain effective company-wide compliance programs
Implement regulatory initiatives and drive continuous improvement related to standards processes procedures and field practices
Identify process improvements and best practices observed in the field or recommended by others and ensure implementation by working with key stakeholders
Represent TC Energy with regulators and stakeholders on compliance matters and translate regulatory requirements into practical risk-informed actions
Monitor regulatory trends and key issues disseminate updates and communicate impacts and recommendations to senior leadership to support informed decision-making
Participate in a team-based 24/7 on-call rotation to ensure timely reporting of events and unauthorized activities to CER BCER and TSB through monitoring Enablon and responding to telephone inquiries
Prepare written reports and responses to regulatory information requests and support the preparation and review of written submissions to provincial agencies
Lead or support the development implementation and continuous improvement of compliance tracking tools and systems (e.g. commitment/condition trackers) to support accurate and timely regulatory reporting
Participate in lessons learned and continuous improvement initiatives integrating feedback from incidents and regulatory exchanges into lifecycle asset management strategies
Minimum Qualifications
Requires graduation from a 2- or 3-year technical school program or associate degree in engineering technology
6 years of related experience
Preferred Qualifications
Knowledge of energy regulations and operations in the oil and natural gas pipeline industry (in particular CER and provincial regulators such as BCER and AER)
Very strong communication (written and verbal) and facilitation skills with ability to tailor delivery to suit all levels of audience
Advanced knowledge of many aspects of pipeline operations including engineering safety and compliance
Demonstrated strong planning organizing prioritizing strategic thinking and project management skills
Skilled with prioritizing multiple projects on a timely basis in a deadline-driven environment
Ability to work with formal and informal organizational networks as well as demonstrated ability to work effectively with all levels of the organization
Demonstrate strong knowledge of Management System principles particularly as outlined in the Onshore Pipeline Regulations from the Canada Energy Regulator (CER) and a solid understanding of quality assurance activities to ensure regulatory compliance and continuous improvement.
Experience with regulatory reporting systems such as Enablon including incident classification notification protocols and follow-up actions.
Familiarity with CER-regulated assets and lifecycle phases including emergency management field inspections and stakeholder liaison activities.
Ability to interpret and apply CSA Z662 and other relevant standards in the context of pipeline integrity safety and operational compliance.
This position requires candidates to:
Have and maintain a valid drivers license and provide a drivers abstract (record) for review
Travel to other company locations for temporary assignments meetings or training (estimated up to 30% of work schedule)
Stay overnight away from home base (estimated up to 30% of work schedule)
Be part of an on-call rotation and provide emergency support as required
