Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. The Project Manager Program Delivery Controls Change and Configuration Management provides leadership across integrated program controls and second-line assurance for the Rapid Transit Program. The role provides independent evidence-based challenge to project delivery teams while working collaboratively with project teams to strengthen controls identify emerging issues and support informed decision-making.

What will I be doing

  • Lead and integrate cost schedule risk contingency and quality controls across the RT Program.
  • Provide second-line assurance and constructive challenge to project delivery teams on performance forecasts assumptions risks and mitigation strategies.
  • Review and validate project data identifying inconsistencies emerging trends and potential areas of concern.
  • Provide Program-level intelligence and insights to support senior management and executive decision-making.
  • Work with the risk and other controls leads to provide risk-based assurance reviews and targeted deep dives where additional oversight is required.
  • Provide oversight of risk exposure risk ownership and contingency allocation including alignment between risk exposure and available contingency
    Identify common risks trends and lessons learned across projects and promote their application across the Program.
  • Challenge cost forecasts EACs schedule performance key milestones and recovery plans.
  • Develop and improve Program-level KPIs dashboards reporting and controls processes.
  • Lead the Program baseline governance framework ensuring requirements scope schedule cost and risk baselines are established maintained and governed through appropriate approval processes.
  • Provide oversight of Program change control processes including change governance impact assessments interface change coordination and compliance with established approval authorities.
  • Lead configuration management practices to maintain alignment between approved requirements design scope assets documents and approved baselines throughout the project lifecycle.
  • Monitor and assess the effectiveness of baseline management change control and configuration management processes through audits assurance reviews and compliance reporting.
  • Work closely with Capital Insights Finance Risk Internal Audit and project delivery teams to strengthen the overall assurance framework and avoid duplication.
  • Work with the project delivery teams and other Metrolinx teams to understand and support improvements to the engineering safety and operations assurance framework.
  • Support the development and implement a Progressive Assurance Regime that provides confidence that requirements baselines changes and configurations are managed consistently across the Program.
  • Promote a culture of collaboration accountability and continuous improvement within the Program Controls Performance and Assurance team.

What Skills and Qualifications Do I Need

  • Completion of a degree in Engineering Systems Engineering Business Architecture or a related discipline or a combination of education training and experience deemed equivalent Engineering or Architectural college/ university degree or diploma
  • Demonstrated experience in project/program controls risk assurance change management or project management preferably in major capital infrastructure.
  • Strong knowledge of cost schedule risk contingency and change baseline governance and configuration management.
    Experience establishing and managing governance frameworks stage-gate reviews assurance processes and program controls within complex capital programs.
  • Knowledge of requirements management baseline management change governance and configuration control within major infrastructure or systems-based environments is considered a strong asset.
  • Experience working across complex multi-project programs.
  • Experience with program/project assurance or governance frameworks is an asset.
    Strong analytical communication and stakeholder management skills with the ability to constructively challenge senior stakeholders.
  • Experience with tools such as Power BI EcoSys Unifier or equivalent is desirable.
  • Experience with PDB Alliance or other collaborative delivery models is an asset.
