The Ministry of Energy and Minerals is responsible for sustaining the interests of Albertans through the stewardship and responsible development of energy and mineral resource and pore space systems. For more information on the work of our Ministry please visit: PNG Tenure Operations branch facilitates leasing of Crown mineral rights that enable companies to develop Petroleum and Natural Gas (PNG) geothermal or pore space rights owned by the Province of Alberta. This branch issues tenure agreements in accordance with strict legislative requirements to industry proponents to undertake exploration development or production activities. The branch currently administers approximately 70000 active agreements and carries out select administrative activities for the Oil Sands Coal and Mineral Operations division.

The PNG Tenure Operations branch is seeking a highly organized and driven Policy Analyst to join its team. This is an opportunity to help inform policy that will shape responsible development of Albertas natural resources.

The Policy Analyst reports directly to the Director of the Crown Agreement Management Unit and works with minimal supervision. The position is responsible for supporting policy and planning activities for the branch which ensures alignment and integration with the Energy Operations division and the Ministry. The Policy Analyst represents the branch and in certain circumstances the division and departmental bringing tenure-focused operational perspectives and information to policy/program development and planning initiatives.

This position also leads operational planning and risk management activities for the branch and responds to some audit related inquiries. The incumbent is an advisor to the Director regarding significant issues internal/external work impacts and goal planning. The incumbent maintains and optimizes the branchs internal records management processes and recommends improvements to current business and training systems.

Roles and Responsibilities of the Policy Analyst include independently and/or as a part of a team:

  • Conducting analysis and qualitative and quantitative research to support development of branch division department and cross-ministry policy recommendations; identifies and analyses tenure related impacts options and implications associated with the Ministrys projects and initiatives.
  • Developing briefings issue summaries and reports pertaining to policy initiatives projects and issues for consideration of the Director Executive Team and Minister or Cabinet as appropriate.
  • Manage policy issues related to Energy and Minerals priority initiatives ensuring accuracy consistency and compliance with government decision-making and statutory requirements.
  • Coordinate/communicate policy activities across departments and within Energy and Minerals including identifying interna/external stakeholders conducting stakeholder analyses collecting and synthesizing internal and external stakeholder feedback and creating/maintaining tools for monitoring the progress of Ministry initiatives across government.
  • Participating in branch division ministry cross-ministry and multi-stakeholder public meetings/engagements committees and working groups providing relevant perspectives relating to issues policies and other requirements as appropriate.
