Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Metrolinx is an agency of the Government of Ontario.

We are looking for a Risk Lead to lead the strategic and program-level risk management function across the GOE Program. This role is responsible for overseeing enterprise and strategic risks ensuring effective risk governance and compliance maintaining the program risk register and supporting executive reporting and decision-making.

The Risk Lead will provide leadership in the development implementation and continuous improvement of the risk management framework ensuring consistent application of risk management practices across the program. The role will provide strategic risk advice to senior leaders facilitate governance processes and work collaboratively with internal and external stakeholders to support successful program delivery.

What will I be doing
  • Lead the strategic and program-level risk management function across the GOE Program.

  • Own the Risk Management Governance and Compliance framework ensuring policies standards processes and governance requirements are effectively implemented and maintained.

  • Maintain oversight of the GOE Program Risk Register and monitor strategic enterprise and emerging risks across the program.

  • Prepare and coordinate executive-level risk reporting and governance materials.

  • Provide strategic risk advice and support to senior leadership governance committees and key business stakeholders.

  • Lead risk governance forums and facilitate strategic risk workshops across business units.

  • Oversee the administration and governance of enterprise risk management systems ensuring data quality reporting integrity and effective system use.

  • Drive continuous improvement initiatives to enhance the maturity of the risk management framework reporting capabilities governance processes and risk management practices.

  • Foster collaboration across programs and corporate functions to embed effective risk management into planning decision-making and program delivery.

What Skills and Qualifications Do I Need
  • Degree in Business Risk Management Engineering Project Management or a related discipline or an equivalent combination of education and experience.

  • Demonstrated experience in strategic enterprise or program-level risk management within a complex project infrastructure or public sector environment.

  • Strong knowledge of enterprise risk management principles governance compliance and risk reporting.

  • Experience preparing executive-level reports and communicating complex risk information to senior stakeholders.

  • Experience using enterprise risk management systems and tools to support risk analysis reporting and governance

  • Expert knowledge and experience with enterprise risk management systems including Active Risk Manager (ARM) and IRIS Risk Management; experience with SAFRAN and Primavera Risk Analysis (PRA) is considered an asset.

  • Proven ability to facilitate risk workshops lead governance processes and build strong relationships across multidisciplinary teams.

  • Strong analytical communication facilitation and stakeholder management skills.

  • Advanced proficiency in Microsoft Excel Word and PowerPoint.

  • A professional risk management certification (e.g. PMI-RMP CRM IRM or equivalent) would be considered an asset.
