What were looking for

TVO is seeking a seasoned generalist to fill a role as a Labour and Employee Relations Manager to provide practical solutions-focused labour and employee relations support in a highly unionized environment. This role advises leaders on collective agreement interpretation grievances investigations performance management and conflict resolution while supporting a constructive collaborative labour relations culture.

How you will make an impact

  • Provide day-to-day labour and employee relations advice to managers and People & Culture colleagues including guidance on collective agreement interpretation employment legislation policies past practice and risk-informed options.
  • Support the administration of TVOs policies and collective agreements by helping leaders address issues related to discipline performance management attendance accommodation restructuring workforce planning terms and conditions of employment and other workplace matters.
  • Work collaboratively with union representatives managers and internal stakeholders to resolve employee relations issues and grievances in a fair constructive and timely manner including participation in grievance meetings labour-management discussions and follow-up actions.
  • Conduct fact-finding workplace reviews and investigations related to employee concerns policy breaches discipline respectful workplace matters and other labour and employee relations files; prepare clear documentation findings and recommended next steps.
  • Research analyze and prepare background materials for collective bargaining grievance responses arbitration preparation settlement discussions and labour relations planning including comparator research trend analysis and documentation review and share recommendations with the Director Labour and Employee Relations.
  • Support the implementation of negotiated settlements collective agreement changes and labour relations commitments by coordinating with People & Culture Total Rewards HRIS Payroll Finance and operational leaders as required ensuring downstream impacts are understood and implemented accurately.
  • Help develop and deliver manager resources communications and informal training and coach leaders to strengthen their confidence in managing within a unionized and non-unionized environment and applying People & Culture policies consistently.
  • Monitor relevant labour and employment legislation and emerging labour relations practices to support compliance and continuous improvement on matters related to employment standards labour relations occupational health and safety human rights and accessibility short term disability accommodations and attendance management.
  • Maintain accurate file documentation notes reports and records that support informed decision-making timely follow-up and defensible labour and employee relations outcomes.
  • Apply conflict resolution facilitation and mediation skills to support effective workplace problem-solving and maintain respectful working relationships with employees leaders union partners and colleagues.

What you will bring to TVO

  • Post-secondary education in Human Resources Industrial Relations Labour Relations Law Business Administration or a related discipline; equivalent combinations of education and experience will be considered.
  • Minimum of 5 years of experience working in a multi union public sector environment leading investigations grievances and negotiations.
  • A strong interest and experience in the use of AI in a human resources environment.
  • CHRP or CHRL designation is an asset.
  • Progressive labour and employee relations experience in a unionized environment with demonstrated ability to interpret and administer collective agreements and advise managers on workplace issues combined with a broad HR generalist expertise
  • Strong working knowledge of Ontario labour and employment legislation including employment standards labour relations occupational health and safety human rights and accessibility requirements.
  • Experience supporting grievance management workplace investigations discipline performance management accommodation restructuring or workforce change files.
  • Strong research analytical and writing skills with the ability to prepare clear summaries recommendations briefing materials investigation documentation and labour relations records.
  • Sound judgment discretion and diplomacy when handling confidential sensitive and/or complex workplace matters under time pressure.
  • Excellent interpersonal communication facilitation and conflict resolution skills with an inclusive and collaborative style that builds trust with leaders employees union representatives and colleagues.
  • Ability to manage multiple priorities meet deadlines follow through on details and work effectively in a fast-paced environment where issues may be urgent sensitive or ambiguous.
  • Self-starter with proven ability to pivot between strategic and hands-on work.
  • Motivated to pursue new and alternative strategies along with a focus on continuous improvement.
  • Strong service orientation mature judgment attention to detail.
