Project Overview

The Government of Alberta (GoA) is transforming the delivery of government services to make them simpler more efficient and responsive to the needs of Albertans. As part of this mandate the Province is expanding its digital delivery capabilities to improve the experience of citizens interacting with government.

The Digital Design and Delivery Division (3D) supports this transformation by building capability in modern digital practices and ensuring service quality and value through appropriate standards and controls. Its approach incorporates human-centred design Agile methodologies and modern data practices.

The Province requires up to five (5) Digital Architects Data to support 3D service innovation program review and digital transformation initiatives across the GoA.

Digital Architects Data will work within cross-functional product and program teams led by GoA Product Owners and 3D. Teams collaborate across activities such as field research backlog refinement sprint planning solution design development and delivery.

Digital transformation initiatives assess existing services identify opportunities for improvement and deliver new or enhanced services that are efficient effective accessible and affordable.

The Digital Architect Data is a senior technical resource responsible for providing architectural expertise and strategic guidance throughout the delivery lifecycle. The role ensures that digital services align with the overall architectural vision enterprise standards technical standards common platforms and reusable capabilities.

The Digital Architect Data will guide solution architecture and technical delivery while balancing user needs business priorities technical requirements and team capacity. The role may also contribute directly to development activities where required and must demonstrate strong technical expertise business understanding communication and leadership skills.

Scope of Services

Services and deliverables will evolve iteratively in response to emerging user and business needs design opportunities and technical considerations.

1. Solution Architecture

Lead the solution architecture of digital services by:

  • Developing architectural plans that support citizen-centred design and Agile delivery.
  • Assessing existing system context dependencies interfaces and constraints.
  • Conducting technical discovery and feasibility assessments including prototypes and recommendations where appropriate.
  • Defining solution architectures that support incremental implementation and alignment with the target architecture.
  • Assessing architectural impacts risks dependencies and exposure associated with proposed solutions.
  • Determining appropriate integration approaches and target-state system boundaries and interactions.
2. Technical Delivery and Implementation

Guide the product team in implementing digital services by:

  • Supporting frequent and incremental delivery while maintaining alignment with the target architecture.
  • Identifying opportunities to reuse existing digital services common components platforms and capabilities.
  • Providing guidance on detailed solution designs and implementation approaches.
  • Reviewing code and technical changes for alignment with architectural and development standards.
  • Contributing to code development user stories and technical tasks where required.
  • Advising the Product Owner and team on technical trade-offs priorities dependencies and implementation options.
  • Coaching and mentoring team members on architecture development practices and technical decision-making.
3. Data and Architecture Practice
  • Contribute to the architectural vision for a platform of user-centric services with particular focus on data architecture interoperability and reusable capabilities.
  • Contribute to the development and continuous improvement of architecture principles standards metrics and practices.
  • Promote consistent application of architectural and technical standards across digital services.
  • Identify opportunities to improve data interoperability reuse quality security and maintainability.
  • Support the continuous improvement of the architecture practice and associated processes.
4. Communication and Documentation
  • Communicate architectural decisions recommendations risks and technical concepts to technical and non-technical audiences.
  • Develop appropriate architecture artifacts including diagrams technical documentation presentations decision records and other supporting materials.
  • Facilitate technical discussions and support shared understanding among Product Owners developers architects and other stakeholders.

The Province and the Contractor may adjust the Services and Materials as project requirements evolve. Changes will be documented through applicable project artifacts and delivery processes.

Additional Information to Suppliers
Location of Work
  • The Digital Architect Data will primarily work remotely but may be required to attend meetings or work sessions in Edmonton with reasonable notice for up to 10% of total hours.
  • The Province will advise the resource of the expected duration of required in-person activities.
  • Travel time and associated expenses to and from Edmonton will be the responsibility of the Contractor and will not be reimbursed by the Province.
  • Standard working hours are 8:15 a.m. to 4:30 p.m. Alberta time Monday through Friday excluding provincial holidays. Resources must be available during these hours.
  • The Province may modify the work arrangement with reasonable notice. The Contractor and resource will be consulted; however the Province retains discretion regarding the appropriate work arrangement.
  • All work must be performed within Canada.
  • Travel within Alberta may be required for field research and user interviews. Where possible the Province will arrange such travel at no cost to the Province.
Facilities and Equipment
  • When working remotely the Contractor is responsible for providing the required equipment and workspace including computers software peripherals office supplies desk and chair.
  • When working in person the Province will provide appropriate office space furniture and office supplies.
  • The Contractor remains responsible for computers and software.
  • The Province will provide the required access and credentials to GoA systems.
Incumbency

There are five (5) net-new positions.

Contract Extension

The Province may extend the initial engagement for up to twenty-four (24) months.
