Financial Analyst 2 year term

Position Summary

The Financial Analyst is responsible for providing day-to-day accounting financial reporting budgeting and analytical support to the Financial Services Department and City as a whole. This position plays a key role in maintaining accurate financial records preparing financial analyses and reports supporting budget development and monitoring and ensuring compliance with municipal policies procedures and regulatory requirements.

Working closely with departmental managers and finance team members the Financial Analyst is expected to provide recommendations on financial decisions that impact staffing levels service delivery and work force design.

Major Duties and Responsibilities

Budgeting & Forecasting

• Assist in the development and preparation of annual operating and capital budgets.
• Support budget reviews and forecasting processes throughout the year.
• Monitor budget performance and identify emerging financial risks or opportunities.
• Prepare budget working papers projections and financial models as required.

Compliance & Audit Support

• Support compliance with Public Sector Accounting Standards (PSAS) municipal legislation and organizational policies.
• Participate in the development and documentation of financial procedures and internal controls.
• Identifies financial risks internal control weaknesses and areas of potential non-compliance and recommends appropriate mitigation strategies.
• Prepare and review journal entries account reconciliations and working papers.
• Support capital asset accounting reserve tracking and project accounting.

Financial Reporting & Analysis

• Assist in the preparation of Council Committee and management financial reports.
• Monitor departmental budgets and assist departments in understanding financial performance.
• Evaluate and interpret financial information to support operational and strategic decision-making.

Operational Support

• Respond to financial inquiries from departments and provide guidance on financial processes and appropriate accounting standards.
• Assist with data collection analysis and reporting for special projects and organizational initiatives.
• Supports the implementation and consistent application of financial policies procedures bylaws and internal controls.
• Contribute to the implementation of financial system enhancements and process improvements.

Qualifications (Education Training Experience)

• Post-secondary Degree in Commerce or Business Administration or equivalent.
• Minimum five years experience in accounting budgeting financial analysis or other related financial activities.
• Chartered Professional Accountant (CPA) designation or enrollment in the CPA program would be considered an asset.
• Relevant municipal experience would be considered an asset.
• Satisfactory Criminal Record Check.

Key Knowledge Technical Skills and Abilities

• Knowledge of financial analysis accounting principles and legislation affecting the financial reporting process.
• Knowledge of municipal budgeting reserve management capital accounting and financial reporting practices.
• Working knowledge of Public Sector Accounting Standards (PSAS) is considered an asset.
• Ability to communicate financial information clearly to non-financial stakeholders.
• Knowledge of bylaws policies and procedures specific to the City of Prince Albert.
• Ability to use a variety of computer programs including database word processing spreadsheet and presentation software.

The salary range for the Financial Analyst - 2 year term position begins at $88626 annually. Compensation above the starting rate may be considered based on the successful candidates qualifications skills and relevant experience.
